Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the procurement of services to assess the capabilities (development and testing) of current and near-future actuators and sensors for use in measuring mechanical impedances on board ships. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Summit Applied Research of Summit, NJ. The NAICS code is 541330, "engineering services," and the business size standard is $38.5 million. The NSWCCD intends to award a firm-fixed price purchase order using Simplified Acquisition procedures. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Summit Applied Research has performed this service in previous years and is the only vendor specialized in this particular Naval Architecture. Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
