- Sources Sought Comprehensive Planning for the Sustainment and Modernization of the Eglin Test and Training Complex Response Date: Thursday, 8 January 2015 by 1:00 p.m. CST NAICS Code: 541330 This Sources Sought Synopsis is conducted to identify potential sources capable to provide comprehensive planning for the sustainment and modernization of the Eglin test and training complex support for the 96th Test Wing's Range Group, Eglin Air Force Base, Florida. This Sources Sought Synopsis is published for market research purposes only. A DRAFT Statement of Work (SOW) is included with this notice. It should be noted this document is strictly for acquisition planning purposes and should not be considered a final document for future procurement actions. Interested sources who believe they can meet these requirements should provide a statement of capabilities that provides the following information related to their demonstrated experience and capabilities: (a) Contract information and program information describing your experience in the past three years relative to the objectives and tasks identified below. (b) Demonstrated capability in each of the following areas: • i. Demonstrated capability in applying requirements of AFI 13-212, Range Planning and Operations into the development and sustainment of a Comprehensive Range Plan (CRP), Encroachment Mitigation Plan, and local range supplement to support to the Eglin Test and Training Complex (ETTC). • ii. Demonstrated capability for technical analysis including: providing previously completed analysis, reports, and studies demonstrating impartial, expert consultations to senior level decision makers (General Officer and Senior Executive Service members) on technical range requirements to include aircraft noise modeling, investment and modernization funding implementation, surface and airborne weapon safety zones, fixed and rotary wing aircraft landing zones, drop zones, maneuver areas, water operations, land use considerations to include Encroachment Assessment, range road utilization, security and access control measures, enhanced use leases, operational constraints analysis, telemetry and radio frequency line of sight analysis, review of proposed municipal developments; and airspace considerations to include air traffic control procedures and coordination with local military and civilian airports. • iii. Demonstrated previous experience and detailed knowledge of DoD Test Infrastructure and how Air Force investment planning processes sustains that infrastructure. • iv. Demonstrated previous experience completing Studies where current and future requirements and critical capabilities and shortfalls are defined. Experience should demonstrate aptitude in scoping and developing strategic alternatives, and developing concept of operations with supporting implementation plans. • v. Demonstrated capability in reviewing proposed range actions and documentation (mission impact assessments). Demonstrate the ability to conduct expert analysis of the impacts of proposed actions on the mission and on the physical configuration of military land, water and airspace. • vi. Demonstrated capability to accurately model airspace use for the purpose of determining available capacity and proposing solutions to resolve complex airspace conflicts. • vii. Demonstrated capability in supporting the NEPA processes defining/analyzing operational requirements and associated impacts. •viii. Demonstrated capability providing solutions to range capacity issues within the geographic scope of the region covering all military land range, airspace, and water space covering Northwest Florida, southern Alabama, Georgia, and Mississippi as well as the eastern Gulf of Mexico controlled by Eglin Air Force Base (AFB) and/or regularly used by units stationed at Eglin. • ix. Demonstrated capability in DoD/USAF Requirements research/documentation; examples can include previous reports or studies in response to data calls from higher headquarters by providing documentation of range use, and sustainment requirements; sustainable ranges reports and annual test area/tactical training area utilization analysis. • x. Demonstrated capability in Comprehensive Encroachment Mitigation Planning. Demonstrate knowledge of mitigating encroachment concerns through land use analysis and studies, development of or participating in Joint Land use Studies (JLUS) and Small Area Studies. Demonstrated ability and examples of work with federal, state and local agencies to achieve common objectives supporting the various ETTC military missions. • xi. Demonstrated capability in Geospatial analysis. This support includes maintenance and update of range utilization databases, geospatial database management; which includes the revision and creation of mission-related spatial data, and providing mapping and data analysis support for various ongoing planning projects. • xii. Demonstrated ability to have or acquire personnel with prior range planning experience, certified planners (AICP), coupled with various military operational backgrounds, and MRTFB experience preferred. •xiii. Demonstrated detailed knowledge of Eglin Tenant organizations and a thorough understanding of their operational mission requirements. •xiv. All capabilities should be substantiated with examples of products previously produced in support of Range Planning in support of the DoD MRTFB. • xv. Demonstrated capabilities should clearly identify expert knowledge of AFI 13-212, Range Planning and Operations including: •a. demonstrate detailed knowledge of the Air Force Investment Areas identified in AFI 13-212. •b. demonstrate ability to prepare detailed AF investment area support plans by providing examples of previous plans developed. •c. provide examples of strategies developed to minimize internal encroachment issues and optimize capacity. •d. provide examples of solutions previously developed for reconfiguration of major range assets to accommodate potential new missions resulting from either MAJCOM mission changes and/or traditional organization growth. •e. capability in conducting line of sight, and height analysis for identifying telemetry, radio frequency communication, and radar interference issues with an objective to prevent incompatible development that could create mission interference. •f. demonstrated capability in performing Illumination Encroachment analysis supporting the sustainment of low level lighting areas for mission activity. All interested organizations are encouraged to submit capabilities packages addressing the specific criteria identified in paragraph (b) above. The packages will be reviewed according to these criteria. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The resulting evaluation of all organizations providing capabilities packages will be considered in determining the acquisition strategy, specifically in determining for which (if any) small-business concerns this acquisition will be set-aside in accordance with FAR 19.5. The Air Force anticipates utilizing a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Air Force anticipates the ordering period will be five years. The proposed North American Industry Classification System (NAICS) code for this acquisition is 541330, with a small business standard size of 500 employees. In the response, interested sources should identify company name, point of contact, e-mail address, telephone, Federal CAGE Code, Data Universal Numbering System (DUNS) number, facsimile numbers, and type and business size indicating whether you are a small or large business for the purposes of the assigned NAICS. All prospective contractors must be registered in the System for Acquisition Management (SAM) database to be awarded a DoD contract. Prospective contractors are cautioned to ensure that the proper NAICS code appears in their SAM registration. The Air Force has not yet determined the acquisition strategy for this requirement, including whether a set-aside strategy is applicable. Note: If any portion of this requirement results in a small business set aside, that portion shall be performed in accordance with FAR 52.219-14, Limitations on Subcontracting, which requires a small business firm to perform at least 50% of the total requirement using employees within its own company. An Ombudsman has been appointed to address the concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
