- THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED CONCERNS DOING WORK UNDER NAICS 236220. ANY POTENTIAL COMPETITIVE SOLICITATION(S) THAT MAY PROCEED FROM THIS NOTICE WILL BE POSTED TO FEDBIZOPPS. ALL INTERESTED OFFERORS WILL HAVE THE OPPORTUNITY TO RESPOND TO A SOLICITATION ANNOUNCEMENT AT A LATER TIME IF AND WHEN A SOLICITATION IS ISSUED. The U.S. Army Corps of Engineers, New York District, will use information obtained under this sources sought to develop a design and acquisition strategy to meet the requirements for the construction of the new FY16 DODEA Elementary School to be located at the U.S. Army Garrison, West Point, NY. Currently, the US Army Corps of Engineers, in conjunction with the Department of Defense Education Activity (DODEA) is in the planning stages for a new two (2)-story, approximately 96,000 square foot elementary school with a school population of approximately about 500 students ( Pre-Kindergarten through the 4th Grade) to be located at the U.S. Army Garrison, West Point, NY. One of the construction methods being considered for the project is the use of insulating concrete forms (ICF) for the building envelope. Insulating concrete forms (ICFs) are rigid plastic foam forms that hold concrete in place during curing and remain in place afterwards to serve as thermal insulation for concrete walls. The three basic form types are hollow foam blocks, foam planks held together with plastic ties, and 4' x 8' panels with integral foam or plastic ties. ICFs can be used to form various structural configurations, such as a standard wall, post and beam, or grid. They provide backing for interior and exterior finishes. In order to consider the use of ICFs in the construction of the elementary school, the US Army Corps of Engineers seeks to determine the availability of experienced suppliers and contractors who have experience using this method of construction. The market research survey seeks to identify industry's experience and capabilities to provide insulated concrete forms in the execution of this project. Interested Offerors shall respond to this Sources Sought Synopsis answering the questions in the attached questionnaire and providing information of at least two (2) relevant projects in which insulating concrete forms were used in the construction of the facility. The anticipated North American Industry Classification System (NAICS) codes for this program is 236220, Commercial and Institutional Building Construction with a corresponding Standard Industrial Code (SIC) of 1542; and a Business Size Standard of $36.5 Million. A project will be considered relevant if it meets the following criteria: Order of Magnitude: Projects with a construction cost greater than or equal to $10 million. Size: Two stories or greater and/or a square footage in excess of 50,000 GSF. Project must have been completed within the last (7) years. Offerors responding to this Market Research Synopsis shall be limited to information required above and shall be submitted no later than 1600 (4 pm) EST on 30 December 2014.
