- Question and Answer Two (2) Amendment #5 updates the Performance Work Statement (PWS) by adding the section 5.3 Areas to be Cleared, clarifies federal/contractor holidays and adds the revised Pricing Schedule. Q3 - Would it be permissible to place storage containers to store sidewalk salt and small equipment at the salt domes (or other location) at both the Aberdeen and Edgewood areas? A3 - DPW will provide a location for a storage container at the salt dome for each area. The contractor will be responsible for locking and removal at the end of the snow season. The Government offers no surveillance. Q4 - Would it be permissible to place an above ground fuel tank for fueling small equipment at the salt domes (or other location) at both the Aberdeen and Edgewood areas? A4 - No above ground fuel tanks. The contractor will be responsible for the fueling of equipment and vehicles. Q5 - If the area is subjected to multiple snow events it may become necessary to load and transport snow by truck to the approved stockpile locations. This work would entail additional cost to the contractor over and above the costs associated with clearing a specific depth of snow. Are we to anticipate the potential for this to occur and incorporate those costs into the bid items presently provided or will an additional bid item be added specifically to cover loading and transport of snow? A5 - Line 14 is added to the bidders list for this requirement. Q6 - How will instances of freezing rain be dealt with when plowing is not required but salt is? (We believe this to be in reference to the way the contractor will get paid.) A6 - This will have to be paid under a 0 quote mark to 2 quote mark CLIN. Q7 - Will the contractor be required to wait for a call prior to mobilizing or will the contractor be allowed to mobilize and begin work as (s)he sees fit? A7 -The contractor will be contacted and will have a two hour response time beginning at that phone call. Q8 - How will the contractor be compensated in the event of a government delay in providing/loading of road salt? A8 -The Government will have personnel on site at all snow events. Statement - The fenced areas of 3090 and 3200 presently contain a significant quantity of vehicles and equipment in the secure area. Q9 - Can the 90% clear requirement be reduced in these locations to allow for areas made inaccessible by these obstructions? A9 - Yes, For Building 3090 there is no requirement for snow removal inside the fenced in area. Q10 - Please clarify the access arrangements for the secure areas to the rear of E-3400 in Edgewood and the fenced areas at 3090 & 3200 in Aberdeen. A10 - All secured areas at Aberdeen and Edgewood will be confirmed by the Contracting Officers Representative (COR) prior to access. Q11 - There is a Parking lot arm at 5100, will that be open during snow plow operations. A11 - Yes, the arm will be open during snow events. Q12 - The 6000 Complex, are the interior walks and court yard all part of this proposal, or is it done by housekeeping. A12 - The interior court yard shall be completed by the contractor and is included in section 5.3, area description to be cleared, of the Performance Work Statement (PWS). Maps displayed during the site visit were for reference only. A complete set of maps shall be given to the contractor who wins the award. If it is in the best interest of the Government.
