Date 17 December 2014 Notice of Intent Sole Source This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of US Army Medical Research Institute of Infectious Diseases (USAMRIID) to buy brand name software licenses without competition as prescribed in FAR 6.302-1. Specifically, the government will purchase the following items manufactured by Exiqon Inc. from the manufacturer or one of its authorized distributors: 1.RT-PCR panels, plates, related reagents, items required for sample processing, and/or items related to evaluation and processing of microRNAs. This requirement is for commercially available supplies including RT-PCR panels, plates, and related reagents and supplies required for sample processing in support of biomarker discovery and verification studies. These items are used to explore human and nonhuman primate host responses to disease. The RT-PCR panels are used to measure gene expression for hundreds of microRNA (miRNA) targets. The array must offer accurate, robust, and reproducible expression data using locked nucleic acid (LNA)-based primer sequences. No substitution of materials is allowed due to adverse research impacts that would be incurred by not following established laboratory protocols. To maintain continuity in ongoing research protocols and scientific validity of these studies, supplies must be procured from Exiqon Inc. or one of its authorized resellers. These materials must enable RT-PCR detection and quantification of human and nonhuman primate miRNA targets with LNA-based primer sequences. Currently, Exiqon Inc. has the only miRNA panels that contain LNA primers, which have been demonstrated to be more sensitive and specific than other currently available miRNA panels. These Exiqon panels can also detect scarce targets in miRNA-poor clinical samples such as plasma and serum. Additionally, these panels are compatible with existing PCR equipment (Roche LightCycler 480) available in the research laboratory. Previous biomarker data from nonhuman primate samples was obtained with the Exiqon miRNA panels. If another vendor were used, previous research will have to be repeated for appropriate comparisons with ongoing studies. This would be extremely costly to the Government and will require additional nonhuman primate studies and all associated supplies, facilities, and manpower to complete the comparisons required for scientific validity. This process contradicts the principles of reduce, refine, and replace when it comes to animal use in research. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 and FSC 6640. Proposed solicitation number: W81XWH-15-T-0072 This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only.
