Description
The U.S. Army Medical Command (MEDCOM), Center for Health Care Contracting (CHCC), on behalf of the MEDCOM is issuing a Request for Information (RFI) to solicit industry on commercial insight, performance-based solutions, best practices, possible contractual arrangements, and potential issues. In addition, we request that potential offerors interested in this requirement respond to the questions at the end of the RFI and also provide a capability statement as requested below. THIS IS A REQUEST FOR INFORMATION ONLY. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this Request for Information are advised that their response to this notice is not a request that will be considered for contract award. The intent of this notice is to determine the availability of qualified commercial sources capable of providing an enterprise wide comprehensive self-awareness services and supplies for development of AMEDD personnel. This activity supports attainment of the AMEDD/Office of the Surgeon General's (OTSG) organizational change goals. The Team and Organizational Development Directorate (TODD) was established by the Army Surgeon General (TSG) to complete a comprehensive plan to transform the organizational culture within the U.S. Army MEDCOM. Achievement of planned systemic change requires the ability to scale Organizational Development (OD) professionals, services, supplies, and their activities in support of TSG-directed goals. Currently the US Army MEDCOM/TSG does not have the capability to conduct all of these activities or develop and produce related materials and requires the services of a contract to achieve MEDCOM/TSG change goals. Organizational change and development across the AMEDD enterprise requires personnel at all levels to learn and incorporate individual and group implementation strategies and tools into their work practices beyond only behavior changes. This will develop self-aware personnel to more effectively establish and operate workplace practices. Engaged and self-aware work teams are required to create healthy organizations aligned to strategic goal achievement and solving the most difficult and persistent organizational problems. Achievement of planned systemic change requires the ability to scale, expand, and customize OD activities for all levels and organizations of AMEDD. Upon successful completion of the certified facilitator training, government participants will be certified as Facilitators and receive a license from the contractor. Designation as a certified facilitator will allow government personnel to present the different self-awareness courses and subjects to AMEDD audiences using materials provided or developed IAW this contract and as described the in any contractor provided agreement. The NAICS code for this procurement is 611430 (Professional and management development training) and the annual size standard in millions of dollars is $ 11. Responses to the Request for Information are encouraged from all interested parties. The Government desires that respondents offer their experience; recommendations and provide responses to the following questions: 1. What is the current existing executive, leader, and staff applied self-awareness program from your company? Explain the primary elements of this program? Describe if your program is characterized as behavior based or motivation/attitude/beyond behavior based. How are the elements of the program applied in the work place? What organizational levels or types of employee groups is this program geared towards? 2. Is there an independent scholarly research supporting the training philosophy on which this program is based? If so, please provide references. 3. What process will your company use to train our current employees to present the program within our organization? What is the length of this training process? Are there any prerequisites? 4. What materials does your company provide for your trainers to present the program? Are all required materials provided directly by your company? 5. What informational or instructional materials does your company provide for people who receive the training of this program? 6. Can you adapt your existing materials to use the language, terminology, and examples specific to the Army Medicine culture? 7. How will your company provide individual informational and instructional materials about your current program to enterprise wide audiences as needed? 8. What type of media, memory, or training items are available, or can be developed, to promote, reinforce, and sustain training? Are you willing to develop memory or job aids (such as desk reference cards, pocket cards, etc) and social media content (discussion questions, quotes, etc.) to reinforce and sustain training? 9. What direct training and action consultation to senior executive teams is provided by your company? How does your company provide individual coaching to senior executives? What is a profile of a large complex worldwide organization where your company has successfully provided training and/or consulting intervention? 10. After receipt of contract/task order, how many days prior to each training session will you need to be ready to perform? 11. What is your customary pricing arrangement, i.e., per class? Per student, range of students? 12. Is a firm-fixed pried contract line item structure feasible? 13. What is the business standard size for your company? 14. If 8(a) eligible, provide current status re: your scheduled graduation date from the 8(a) program under this NAICS. 15. Does your company have a GSA Federal Supply Schedule? If so, provide the GSA Contract Number and expiration date. 16. Please submit any questions/comments to the attached draft Performance Work Statement (PWS). Respondents to this RFI should describe their interest and ability to perform the requirement summarized within this notice by submitting answers to each question, providing a capability statement and any concerns. Responses should contain Company Name, Address, Point of Contact, Phone Number, Fax Number, CAGE Code, and Size of Business pursuant to NAICS code. Please submit all responses through e-mail to the point of contact identified in the section below. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. Interested parties may submit their response to viola.muniz.civ@mail.mil no later than 7 January 2015, 3:00 PM (CST) via e-mail.
