- This synopsis is being posted as an amendment to the original presolicitation synopsis posted on 24 October 2014. The Naval Sea Systems Command has a requirement for the execution of work during the USS GEORGE H. W. BUSH (CVN 77) Planned Incremental Availability (PIA) at Norfolk Naval Shipyard for six months in late 2015. PIA efforts include manpower, support services, design integration, engineering and management support, and technical data required to prepare for and accomplish this work during the availability. The bulk of the work to be accomplished will include repair or replacement of shipboard nuclear support systems and work within nuclear-controlled spaces that only one source has the unique certifications, capabilities, and expertise required. The structural work on the aircraft elevators requires the OEM shipbuilder's expertise and qualifications. The extensive structural work to install a CWIS 25'x30'x10' sponson, 21'x22'x7' deckhouse, and additional compartments extending down four decks on the aft end of the ship, weighing a total of roughly 120,000 lbs, requires resources that only one source can provide to complete the work in six months. This will include installing all cable, fiber, piping, ductwork, doors, ladders, lighting, flooring, and furnishings to complete the spaces, relocating some existing systems, and structural modifications to the ship to support the sponson and deckhouse. The Navy's public shipyards historically have required eight months if adequate resources were available. This requirement will be procured, without full and open competition, from the only qualified source capable of performing the work for the USS GEORGE H. W. BUSH (CVN 77) nuclear-powered aircraft carrier within the six-month availability.
