Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items for commercial items prepared in accordance with the information in 13 using Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on NECO and FEDBIZOPPS (http://www.fbp.gov/). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS Code is 511210. This is a sole source action issued by the NAVSUP FLC-Norfolk, Mechanicsburg Office. In accordance with Federal Acquisition Regulations (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This action is for the renewal of Brand Name Cardinal Peak, LLC, CaseCracker digital recording information management system hardware, software, and service desk maintenance support for Naval Criminal Investigative Services (NCIS). The intent is to issue a sole source action to New River Systems Corporation for continued support. This action is for a one month extension to N00189-14-P-Q110. The contract resulting from this solicitation will be a Firm-Fixed Price Purchase Order. The vendor shall quote ALL items to be eligible for award. BRAND NAME This source justification is for the negotiation and issuance of a firm-fixed price purchase order in accordance with Federal Acquisition Regulations (FAR) 13, Simplified Acquisition Procedures to acquire Brand Name Cardinal Peak, LLC, CaseCracker digital recording information management system hardware, software, and service desk maintenance support for Naval Criminal Investigative Services (NCIS). The proposed acquisition is a continuation and extension of maintenance support for hardware, software and service desk support to be performed by New River Systems Corporation (NRS). A requirements contract was competitively awarded on 4 April 2011 for the purchase of the digital recording systems. The systems purchased under the requirements contract now require maintenance support. NAVSUP Fleet Logistics Center-Norfolk intends to issue a sole source purchase order to NRS. In accordance with Federal Acquisition Regulations (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements; therefore, no other vendors or suppliers are able to provide maintenance support on the systems. These systems are essential to NCIS and therefore require maintenance support. Since FY 2011, CaseCracker digital recording systems have been fielded within the US, Outside the Continuous United States (OCONUS), war zones and aboard ships at sea. Cardinal Peak, the Original Equipment Manufacturer (OEM) provides 3-year hardware and software warranties that included service desk support service, for their products. The first group of product warranties expires on 15 Jul 2014 and the maintenance support is required. The extended warranties cover hardware and software, software updates and bug fixes, and service desk support. It is not practical or effective to transition the knowledge to another entity during the short duration required for a new contractor to perform the maintenance support. The consequences of adding a new contractor would be a delay in service and system downtime. Additionally, NRS provides 1) verification and authentication of Cardinal Peak certified products, 2) support is provided directly through Cardinal Peak; no 3rd party maintenance is allowed and 3) refurbished and/or grey market products are not provided thus reducing the risks on warranty and security issues. NRS, also, provides a direct and established relationship with the OEM. Future requirements will be evaluated to determine whether an alternate brand/source or maintenance provider can be used. However, it is unlikely that this requirement can be broken out to any other maintenance provider except the OEM.
