The USAFA located at Colorado Springs, CO fleet consists of seven (7) distinct types of general aviation type aircraft. The program currently includes (2) TG-15A, (3) TG-15B, (4) T-41D, (3) T-51A, (19) TG-16, (24) T-53A and (3) UV-18. These aircraft are located and maintained at the Academy airfield except for the three UV-18 aircraft which are located and maintained at Peterson AFB Colorado Springs, CO. This scope of this effort consists of Program Management, Aircraft maintenance and operational support, Contractor Operated and Maintained Base Supply (COMBS), Modifications, and Tow Support Services which includes aircraft, pilots and maintenance. Flight operations are conducted at the airfield on USAFA grounds. The aircraft consist of both fiberglass/composite material and metal. These aircraft fleets are maintained using commercial manuals and FAA processes. These requirements shall be accomplished in performance-based terms. These tasks include but are not limited to reliability/maintainability, aircraft/engine heavy maintenance, configuration management, supply support, warranty, material management, maintenance data collection, drop-in maintenance/modification, engine maintenance, and support equipment maintenance. The maintenance, parts, and labor facilities must be compliant with the Federal Aviation Administration (FAA) regulations and U.S. Air Force requirements. Contractors must establish Associate Contracting Agreement (ACA) or necessary working relationships with Original Equipment Manufacturers (OEMs) in order to access necessary data to support the fleet and allow the Contractor to maintain each aircraft airframe, engines, accessories and systems so that the FAA certification is not compromised. Maintenance and tow plane support will be required both at home station and deployed locations during competitions and training exercises. Provide COMBS at each operating location (USAFA and Peterson AFB). It is expected that work not yet specified and/or changed work procedures/specifications/location shall be incorporated throughout the performance of the contract. The Contractor shall perform such added or changed work under line items currently provided in the contract or added to the contract at a later date. If such change would result in an increase or decrease of cost under this contract, an appropriate increase or decrease of the contract price shall be negotiated and evidenced by a supplemental agreement to this contract. Contract Length: The ordering period under this proposed contract shall be from initial contract award through each exercised option period for a maximum contract length of 7 years and 1 month which includes a seven (7) month basic contract period which will consist of a three (3) month Phase-In period followed by a four (4) month basic period with a maximum of four (4), one-year options and two (2) 1-year incentive options and a provision for continuation of services extension up to six (6) months. Set-Aside Status: This requirement is set-aside for small business.
