Description
The United States Energy Information Administration (EIA), Washington D.C. 20585. This is a sole source synopsis published for informational purposes only. This proposed action is to extend task order DE-DT0001740 for one additional year of performance through January 10, 2016. This task is for Survey Operations for the Office of Energy Statistics (OES) Office of Petroleum & Biofuels Statistics Petroleum Marketing Surveys. Ongoing survey operations requirements consist of routine data collection and data processing, quality assurance, preparation of weekly, monthly, annual, and non-routine data, and operating EIA furnished computer processing systems associated with the surveys contained in this task order. The task includes survey collection activities, data collection/receipt activities, tracking survey non-respondents, survey processing and editing, frames maintenance and update activities, sample initiation and rotation activities, and records management activities. This task provides ongoing data collection, validation, and quality assurance support to pro duce weekly, monthly, and annual crude oil and petroleum product price statistics (e.g., weekly Gasoline and Diesel Fuel Update). Suspension of this support would significantly delay release of these data and would cause a ripple effect on other high-profile EIA data, analytic, and forecasting programs that rely on these inputs, e.g., Short-Term Energy Outlook (STEO) and Monthly Energy Review (MER). This mission is the management of the EIA data collection program and the quality control for weekly, monthly, quarterly, annual and quadrennial statistical reports. For this reason, these services are considered non-severable. It would be unfeasible to shift this work to another vendor because transfer would result in pronounced delays in task completion and a disruption in highly crucial services that provide key data to a variety of stakeholders, including industry, Congress, and the American people. It is critical that the resulting efforts provide uninterrupted service in fiscal year 2015. Transfer of survey activities is not possible at this time due to ongoing needs of EIA. The corporate knowledge that has developed over the past five years of this contract in performing survey activities would be lost. Not having access to this historical information when performing surveys would be detrimental to EIA?s mission. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; 41 U.S.C. 3304(a)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541990 - All Other Professional, Scientific, and Technical Services. The business size standard for NAICS 541990 is $15M. The proposed source is Z, Inc., of 8630 Fenton Street, Silver Spring, MD 20901. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 pm Local (Washington D.C.) Time, Friday, January 2, 2015. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
