- The purpose of this amendment is to respond to additional questions submitted. The following question and answer list includes both new questions (Questions #15-#16) and previous questions that have been answered in amendments 001, 002 and 003(Questions #1-#14). All other terms and conditions remain unchanged. Question #1 - How does the Government require that the consumables be proposed? Answer #1 - The anticipated contract will have step ladder pricing for each of the consumable metals. The contractor shall submit one (1) price for each quantity listed per metal. Therefore, three (3) prices per metal shall be submitted. Question #2 - Does the Government want 5 years of maintenance proposed? Answer #2 - Yes. Question #3 - Does the Government want/require a starter kit for the initial build. Answer #3 - The Government requirement is in accordance with the Statement of Work (SOW). If a starter kit is necessary to meet the requirements in the SOW, then it should be included. If the starter kit is not necessary to meet the requirements in the SOW, then it is not required to be included. Question #4 - Is this requirement set up for USA small businesses or extended to non-USA small businesses? Answer #4 - This solicitation is open to all small businesses that meet the requirements of FAR part 19. Question #5 - How was NAICS code 334118 identified for this solicitation. Answer #5 - The Government determined that NAICS code 334118 is the appropriate code as a result of market research which includes the sources sought posting on the Federal Business Opportunities website on 26 June 2014. Question #6 - What is the anticipated award date. Answer #6 - The anticipated award date is 180 days after close of the solicitation closes (16 June 2014). Question #7 - Are digital copies of the manuals acceptable? Answer #7 - Digital copies of the manuals are acceptable only if The Government has the ability and rights to print them out and distribute them to Government employees. An updated CDRL A003 will be provided. Question #8 - Will proposals be acceptable if all metals cannot be provided Answer #8 - No., All requirements of the solicitation package need to be proposed in order for the proposal to be considered acceptable. Question #9 - Is a fire safety plan required? Answer #9 - Yes, a fire safety plan is required per SOW paragraph 2.5.2. Question #10 - Is there a laser requirement? If so, does the Government require specific laser wattage? Answer #10 - Laser requirements shall be derived by the contractor based on the specification document. Question #11 - Does CDRL A001 require that installation and equipment delivery be completed in one (1) week? Answer #11 - NO, CDRL A001 requires that the installation requirements and equipment requirements needed by the Contractor be submitted to the Government within one (1) week after date of contract. Question #12 - Is the requirement to provide independent third party testing of printed metals and material chemistry hard and fast or is it possible that either a waiver of that requirement may be granted or an extension to the proposal response date be issued, so as to allow additional time for such data and information to be obtained? Answer #12 - Per the Addenda - Tailoring of 52.212-1 Instructions to Offerers: "The offeror shall provide results of independent testing done on all five materials as well as material chemistry data in accordance with the Technical Specification. [A]ny proposal without independent testing of all five materials shall be deemed unacceptable. " This requirement will not be waived. An extension of the solicitation closing date will not be issued at this time. Question #13 - Would it be possible to contact the technical personnel listed on the specification to discuss the requirements and specifications in greater detail? Answer #13 - All correspondence must be submitted to the contracts department. Contacting Government technical personnel is not permitted. Question #14 - There still appears to be a confusion concerning the addenda document and the updated 3 Dec 14 solicitation as to the pricing criteria for powders. The addenda still states that each powder be priced in the quantity of 4 Kg per powder per ordering period. The questions and responses posted on 3 Dec 14 request a step ladder pricing for each powder with one price for each quantity "range" as listed (e.g. a per/kg price if 4-10 kg are purchased, a second per/kg price if 11-30 kg are purchased and a third per/kg price if 31-75 kg are purchased). Can you please further clarify how exactly you would like the powder CLINs priced? Answer #14 - The metals shall be priced as a step ladder pricing for each quantity range. For example: 4-10 kg - $ per kg 11-30 kg - $ per kg 31-75 kg - $ per kg Question #15 - Are electronic proposal submissions acceptable? Answer #15 - No, electronic proposals will not be considered for award. Question #16 - Does the Government recommend any rigging vendors? Answer #16 - No, the Government does not recommend any rigging vendors.
