Description
The United States Energy Information Administration (EIA), Washington D.C. 20585. This is a sole source synopsis published for informational purposes only. This proposed action is to extend task order DE-DT0001558 for one additional year of performance. The task provides maintenance support within EIA?s Office of Oil and Gas Development (OOG). Z, Inc. is supporting OOG and EIA?s Office of Coal, Nuclear, Electric, and Alternate Fuels (CNEAF) efforts to develop a Segment Architecture (SA), as defined by the Federal Enterprise Architecture (FEA) documentation in order to build Information Technology architecture and application changes to meet strategic goals, respond to changing mission needs, and better serve customers? needs. This endeavor is aimed at developing a long-term strategy and is designed to support and integrate with EIA?s evolving Enterprise Architecture (EA). This task ensures ongoing maintenance and development support for EIA?s oil and gas data collection and processing systems. Suspension of this support would result in EIA?s inability to releas e a range of key weekly, monthly, and annual data and reports covering the domestic oil and gas sector and would derail efforts to provide new oil and gas production data highly sought by policy makers and market participants. Sample activities of this task include Program Management, System/Application Maintenance, System/Application Development, and Documentation. These services are non-severable in nature due to the ongoing need for these services. It would be impractical to transfer this work to another vendor because transfer would result in significant delays in task completion, and a disruption in highly critical services that provide key data to various stakeholders, including industry, Congress, and the American people. It is critical that the resulting efforts provide uninterrupted service in fiscal year 2015. DE-DT0001558 is a task that supports legislatively mandated OOG programs and it is critical that the resulting data from this task be reported in a comprehensive manner during fiscal year 2015. Transfer of OOG Support activities is not possible at this time due to ongoing need for Program Management, Transition, System/Application Maintenance, System/Application Development, and Document ation. The corporate knowledge that has developed over the past five years of this contract in performing these activities would be lost. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; 41 U.S.C. 3304(a)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541990 - All Other Professional, Scientific, and Technical Services. The business size standard for NAICS 541990 is $15M. The proposed source is Z, Inc., of 8630 Fenton Street, Silver Spring, MD 20901. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 pm Local (Washington D.C.) Time, Friday, January 2, 2015. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
