DRAFT Perfomance Work Statement (PWS) dated 16 Dec 2014 NOTICE: This is a request for information (RFI) / SOURCES SOUGHT SYNOPSIS for the Integrated Budget Documentation and Execution System (IDECS) Program. This request is not a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. Responses to this notice are not considered offers and cannot be accepted by the government to form a binding contract. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder. All costs associated with responding to this RFI/Sources Sought will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). Both large and small businesses are encouraged to participate in this Market Research. REQUIREMENTS: The Business Enterprise Systems (BES) Air Force Life-Cycle Management Center Business Enterprise Systems (AFLCMC) HIBB, located at Wright-Patterson Air Force Base (WPAFB), Ohio, is responsible for maintenance and sustainment of the Integrated Budget Documentation and Execution System (IDECS) Program. AFLCMC/HIBB Program Management Office (PMO) provides IDECS support services to the Office of the Assistant Secretary of the Air Force for Acquisition/Deputy Assistant Secretary for Acquisition (SAF/AQX). IDECS is used to develop and compile budgeting information for reporting to various governmental entities, such as, Office of the President of the United States, United States Congress and Senate, Secretary of the Department of Defense, and White House Office of Management and Budget. IDECS is a key tool used in preparation of budget submissions to Office of the President of the United States, United States Congress and Senate, Secretary of the Department of Defense, and the White House Office of Management and Budget such as President’s Budget and Budget Estimate Submission. This requirement is for the Contractor to provide publication, training, delivery, operation, maintenance, sustainment and release of IDECS AF Budget justification materials to AF functional offices. This RFI/Sources sought synopsis is for a sustainment and maintenance for IDECS. The period of performance would be six (6) months base year with a (6) month option period. The period of performance will need to begin in Feb 2015 and end in Aug 2015. The six month option will only be awarded if the NetCents 2 competitive acquisition is not awarded in that amount of time. The place of performance and required experience is listed IN THE DRAFT PWS. Interested parties must respond identifying their interest and capabilities to the requirement no later than December 23, 2014 12:00 P.M. EST. The contractor must provide a plan on how they intend to meet this short notice requirement to include how they plan to achieve the experience levels in their responses to the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. The requirements are listed in further detail in the draft PWS dated 16 Dec 2014 The Contractor shall provide system management, training, maintenance and sustainment and help desk support, for IDECS. The Contractor shall keep the system operational, work with Defense Information Systems Agency (DISA) personnel to support testing and implementation at the host site, as well as incorporate mandated upgrades for deficiencies, compliance, and security purposes. Updates shall be developed and tested in a representative software environment maintained by the Contractor at their designated facility. The Contractor shall provide IDECS operational sustainment to include baseline software maintenance, mandated system upgrades, help desk support, and general system support. This effort provides an integrated approach to the management, implementation lifecycle support, system modifications and data for IDECS. LOCATION: The Government will provide space available for the equivalent of two full time manpower equivalents at the Pentagon, Crystal City, or the Joint Base Anacostia-Bolling Military Facility. The face-to face support will need to support the Government located at the Pentagon and may require travel if no space is available for the contractor at the Pentagon. If the space is at the Crystal City Satellite Facility OR the Joint Base Anacostia-Bolling Military Facility then the contractor will be required to travel to and from the Pentagon within a 30 minute travel time from the request of support. The Government will notify the contractor at least 30 days prior to the budget cycle dates on the location that the Government is providing to the contractor for the face-to-face support.
