- Evaluation Factors for Award Sample CLIN Table SOW Trash Removal The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Department of Justice, is seeking a contractor to provide all management, supervision, quality control, labor to removal of all trash, debris, hazardous materials, and contaminated wood every two weeks. All pickups will be from the ATF National Laboratory Center at 6000 Ammendale Rd., Ammendale, MD 20705. The contractor is responsible to show proof of handling hazardous materials per EPA regulations as required. An estimate 2,000 cubic yards of debris, hazardous material and contaminated wood shall be removed per year. The contractor must have his principle place of business within a 50 mile radius of the ATF National Laboratory. This award shall be made utilizing the Simplified Acquisition procedures under FAR Part 13. FAR Part 17.202 is applicable. All FAR Part 12 Clauses/Provisions are also applicable. The contract shall be for a base and four option years of services. (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days provided, that the Government shall give the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option provision. (c) The total duration of this contract, including the exercise of any option under this clause, shall not exceed 5 years. The attached statement of work shall be uploaded under the same FedBizOpps requisition number. Proposals shall be submitted only by response to this FedBizz Opps request at Vernessa.younger@atf.gov. This is a commercial item requirement prepared using commercial items procedures in FAR Part 12. The following Commercial Items clauses are applicable; FAR 52.212-3, Offeror Representations and Cetifications-Commerical Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. FAR Part 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration applies. The Vendor must have registered in the Central Contractor Registration Database at www.ccr.gov to receive this award. Quotes must include price, delivery times and a description of how processing and storage of hazardous materials shall be handled. This is requirement is set aside as a HUBZone. Proposals shall include pricing for the Base Year and four (4) One Year Options. Questions to this notice will be received until January 2, 2015, 10:00am EST at Vernessa.younger@atf.gov. After January 2, 2015, 10:00am EST, no further questions will be entertained. The closing date for this requirement is January 9, 2015, 10:00am EST. Proposals are acceptable by e-mail at Vernessa.younger@atf.gov. The Statement of Work (SOW), Sample CLIN Table and Evaluation Factors are attached.
