- NOTICE Intent to Sole Source - Re-advertisement South Carolina Department of Health and Human Services The South Carolina Department of Health and Human Services (SCDHHS) intends to enhance services provided to Healthy Connections Medicaid members who are served in Psychiatric Residential Treatment Facilities (PRTFs). This project is intended to support sustained positive outcomes for Healthy Connections members touched by residential interventions. This project requires providers, advocates, and families and youth touched by residential interventions to be trained in promising, best and evidence-informed practices. The contractor shall train existing providers to deliver community-based, family-driven, and youth guided care through an array of supports and services to ensure better outcomes for youth and families. SCDHHS has determined that in order to deliver these services, the contractor must possess the following minimum qualifications: · Active contract(s) with one or more statewide entities using system of care principles to improve residential interventions for youth and families; · Demonstrated national experience to show sustained evidence of improved outcomes for youth served in residential care; including experience providing on-site training and detailed written reporting on recommendations for residential providers. SCDHHS has completed market research that indicates that there may be only one vendor that meets the requirements of this project. Any vendors that are interested in the residential outcomes project and believe that they meet the minimum qualifications outlined above must respond to fbo@scdhhs.gov on or before January 6, 2015, at 12:00 pm (EST). If SCDHHS does not receive responses from more than one qualified vendor, the Department intends to award a sole-source contract to meet the requirements of this project.
