- THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force to identify potential sources and to determine if this effort can be competitive or a Small Business Set-Aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The Air Force Life Cycle Management Center at Tinker AFB is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for the effort listed below. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day. The government does not have the associated technical data to provide to potential sources. No qualification requirements or Technical Orders exist. The proposed North American Industry Classification Systems (NAICS) Code is 517919 which has a corresponding Standard of $32.5M. The Government is interested in all businesses to include, Large Businesses, Small Businesses, Small Disadvantaged Businesses 8(a)'s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to the commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners. The contractor shall be capable of furnishing all necessary engineering, labor, parts and material for antenna systems inspections, installation/de-installation and maintenance. Contractor will be responsible for supply chain management, logistics, forecasting of parts, long lead parts procurement, reparable forecasting, obsolescence issues and delivery of serviceable assets. The required support includes antenna and antenna parts procurement, grounding, bonding, shielding and lightning protection (GBSLP) as well as electrical power evaluation. The sustainment and replacement of antennas is a long term ongoing process currently covering 13 sites worldwide. The specific requirements are listed below: A requirements type contract is contemplated. A One Year Basic contract plus the potential of six (6) One-Year option periods is considered. The line items are as follows: CLIN 0001 Program Support, CLIN 0002 Program Engineering Support, CLIN 0003 Reserved, CLIN 0004 Unscheduled Maintenance Support, CLIN 0005 Sort Notice Maintenance Support, CLIN 0006 Site Survey/De-Installation/Installation, CLIN 0007 Antenna and Antenna Subsystems, CLIN 0008 Preventative Maintenance Inspection, CLIN 0009 Phase Inspection, CLIN 0010 GBSLP, CLIN 0011 Phase-Out Period, CLIN 0012 Travel, CLIN 0013 Over and Above and CLIN 0014 Data. The approximate solicitation issue date will be 5 June 2015. The solicitation response due date will be 20 July 2015. The anticipated award date will be August 2016.
