Description
The United States Air Force, AFLCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of research support in the area of evaluating the potential of enabling materials such as carbon nonotube-based pastes, yarns, composites and. Specifically, the research support involves testing and analysis of mechanical and physical properties, such as mechanical fatigue, thermal fatigue, thermal expansion, creep resistance, springback response, inverse relazation, electrical properties and reduction of properties under different environments including corrosive, hypothermal oxidation, combustion, radiation, high temperature, and cryogenic temperatures. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Business size standard is for NAICS 541712 is 500 Employees. The proposed source is Dr. Heath Misak. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 11:59pm Local (Wright-Patterson AFB) Time, Sunday, 28 December 2014. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: the research effort is highly complex requiring a Ph.D. in the area of Engineering Mechanics and/or Mechanical Engineering. Further, the research effort requires the background, knowledge and experience of conducting experiments and analytical modeling in the area of composite materials, fatigue, plasticity, material fracture, failure, rupture, deformation and characterization. Also, the understanding of damage accumulation and modeling of deformation process in materials is required. Furthermore, the knowledge of analytical tools in this area is needed. Dr. Misak has published more than 37 technical papers in this area. Also, he is very well versed with all experimental and analytical techniques, methods and models in this area especially with those which are needed in the proposed research work as well as with all the tools available at WPAFB including the computers. Dr. Misak has been working on the project for the last 5 years and is the only person familiar with the work being done. A new researcher would cause a beak in service that the Air Force cannot afford. A sole source is therefore found appropriate. If this person is not contracted out, this research on interrelationships between electrical and mechanical fatigue of advanced and enabling materials including systematic evaluation of their deformation and damage mechanisms under harsh space and combustion environments will not be attempted. Thus, it would set the accomplishments in the development and use of scientific basic test data on a course that would potentially be limiting the U. S. Air Force's efforts in reducing the failures of satellite and engine components and enhancement of capabilities of space structures. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
