- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority Section 4202 of the Clinger-Cohen Act of 1996 as implemented by FAR 13.501(a), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." United States Special Operations Command (USSOCOM), 7701 Tampa Point Blvd, Tampa, FL 33621, requires a blanket purchase agreement with Skydive City, Zephyrhills, Florida for jump tickets, re-pakcing parachutes, and occasional instruction/videography. Interested parties may e-mail alyson.gowin@us.af.mil, not later than Wednesday, December 31st 9:00am EST. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) USSOCOM requires a flexible contract vehicle that enables them to maintain this type of schedule. The use of Skydive City is necessary for several reasons. Skydive City is the only local (within 50 miles of MacDill AFB) skydiving drop zone that has a twin otter turbine aircraft that allows the entire team to jump simultaneously. This is imperative to the team so they can train as an entire group. Training as an entire group is required in order to achieve precision during actual performances. Any other type of plane used in the local area would require the team to break down into smaller groups. This is not acceptable because the team needs to practice as a unit because they perform as a unit. USSOCOM is currently under a five year lease through GSA with Skydive City to lease space on the property. USSOCOM owns two trailers that are located on Skydive City property and leases the land space for $800 per month. The trailers and leased space are used to store USSOCOM's parachute gear and provides space to show training videos as well. The USSOCOM parachute team performs as an extra duty in addition to their normal day-to-day functions at MacDill Air Force Base. Training and practices are conducted on evenings and weekends. Skydive City located in Zephyrhills, Florida is the closest skydiving location to MacDill and USSOCOM is already leasing space through GSA at this location. Skydive City has several instructors and videographers on hand as a result of their normal day-to-day skydiving business. The SOCOM parachute team occasionally requires outside assistance with instruction and video to assist the team in training for canopy flight, free fall flight, and free fall video. These Subject Matter Experts (SMEs) are available at the drop zone and are employees of Skydive City and can be contracted thru the BPA on a jump by jump basis to assist when necessary and offer the flexibility of utilizing Skydive City employees that are available because they are already on-site at the facility.
