Project: Intelligence & Electronic Warfare Tactical Proficiency Trainer (IEWTPT) Re-compete Notice Type: SPECIAL NOTICE Brief Description: The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Constructive Simulations (PM ConSIM) is conducting market research to assist in developing an Acquisition Strategy (AS) for the Intelligence & Electronic Warfare Tactical Proficiency Trainer (IEWTPT) contract to support the Product Manager (PdM) Warrior Training Integration (WTI) mission. This effort is for continued analysis, design, development, integration, testing, security accreditation, installation, fielding, modifications, system support, and training support of the IEWTPT training capability - including associated simulation interfaces to complementary programs - and the Human Intelligence (HUMINT) Control Cell (HCC) configuration of IEWTPT. The current Technical Control Cell (TCC) is a processor quote mark server stack quote mark that creates a realistic, relevant target environment for high-fidelity training on Intelligence, Surveillance and Reconnaissance (ISR) systems supporting training in multiple intelligence disciplines such as: All Source, Signals Intelligence (SIGINT), including Communications Intelligence (COMINT) and Electronics Intelligence (ELINT); Geospatial Intelligence (GEOINT); Counterintelligence/Human Intelligence (CI/HUMINT); and Open Source Intelligence (OSINT). The TCC has three (3) enclaves: the Lower Enclave (LE) (SECRET collateral), the Cross Domain Solution (CDS) (a.k.a. Data Diode), and the Upper Enclave (UE) (Top SECRET (TS)/Sensitive Compartmentalized Information (SCI). In addition to realistic simulation data, it provides exercise control and support tools, authoring tools and scenario development capabilities, and AAR functions. The TCC has the capability to distribute the exercise simulations/ stimulation information to local/ closed networks and, in some instances, remote training locations via secure Joint/ Army networks. The current HCC is an interactive, avatar based simulator created for HUMINT Soldiers and used by multiple Army disciplines to sustain tactical questioning skills. The soldier can run through any number of multiple scenarios available, questioning virtual humans in a free flowing (non-scripted), realistic virtual environment in an attempt to extract mission-essential information. IEWTPT supports individual and/ or collective intelligence sustainment training by leveraging the Live, Virtual, Constructive - Gaming training environment capabilities and generating and/or augmenting and providing simulation-born data feeds to quote mark real world quote mark systems. IEWTPT is expected to transition to a cloud-based solution in the near future. The planning and prototyping has begun for a cloud-based HCC capability. The IEWTPT system is fielded to multiple CONUS and OCONUS locations. (8:30 A.M. registration begins) The meeting will be held in 12000 Research Parkway, Orlando, FL 32826. Room 304 A and B. To ensure adequate space is available, organizations are limited to three (3) representatives (3 representatives inclusive of prime and sub per team). Organizations wishing to participate shall pre-register by providing the names and contact information (e-mail and telephone number) of their representatives and one alternate via email to the Technical POC no later than 02:00 PM, 05 January 2015. Foreign Nationals may not attend this event. Attendees will also have the opportunity to participate in 30-minute one-on-one sessions following the government's presentation. When pre-registering, please indicate your firm's desire to participate in a one-on-one session. Based on the number of interested parties, your firm's point of contact will be notified of your scheduled 30-minute one-on-one discussion with members of the Government project team. The one-on-one sessions will be held in 12000 Research Parkway, Orlando, FL 32828. Room 304 A and B from 1300 - 1700 on 8 January 2015. All questions will be captured during the sessions and answers to all questions will be posted to FedBizOps for the general public.
