- Market Survey Questionnaire THIS IS NOT A SOLICITATION NOTICE. No proposals are being requested or accepted with this synopsis. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. If the Government does issue solicitations as a result of this market research, they each will be assigned a Procurement Identification Number such as W912HP-15-R-0005. USACE Charleston District is therefore conducting market research to determine the availability of qualified contractors to compete under potential solicitations resulting from this announcement. Responses to this synopsis will be used as a market research tool in order to determine how the upcoming solicitations will be advertised. SUMMARY OF REQUIREMENTS: USACE Charleston District intends to solicit and award an Indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contracts for all supervision, labor, transportation, tools, materials, supplies, vehicles, and equipment necessary to supply diesel fuel to emergency power generators and/or plants located at various US Army Reserve Centers throughout Puerto Rico. All personnel supplying the diesel fuel shall be qualified personnel. The trucks and equipment used for supplying the diesel and biodiesel fuel shall comply with all Federal, State, local laws, and regulations to include OSHA and safety. The contractor shall have all certifications and licenses required to properly distribute the fuel and continue to maintain through the life of the contract. The contractor is also responsible for their training and/any spillage, and/or any accidents that may occur during delivery of fuel. The generators and/or plants are the primary and secondary source of energy during normal and contingency operations. Re-fueling may be required at any time, Monday thru Friday or during contingency and crisis operations, including weekends and holidays to fulfill USAR mission requirements. The quantity of fuel is based on the requirement by each USAR center. The price per gallon is determined at the time of each order; unit price per gallon will not exceed the local market value at the time order is delivered. Currently there are facilities/centers in the following towns/cities: Puerto Nuevo, Caguas, Guaynabo, Ceiba, Mayaguez, Salinas, Juana Diaz, Ponce, Yauco, and Aguadilla. It is anticipated the IDIQs will be for a period of one (1) base year and four (4) option years, not to exceed five (5) years. The magnitude of services is estimated at $500,000 thousand over a five (5) year period. The primary North American Industrial Classification System (NAICS) Code applicable to these requirements is 324110, Petroleum Refineries. The Small Business Size Standard is 1500 employees. This sources sought synopsis is open to both large and small businesses, and both business categories are encouraged to submit responses. Those small business firms responding should identify ALL categories pertaining to your business: Small Disadvantaged Business (SDB), certified 8(a), certified HUBZone, Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB). A determination regarding the potential for small business set-asides will be based on the information and interest received as a result of this notice. Submission Requirements: Firms submitting responses shall provide information on the most recent up to three projects that prove you can meet the qualification criteria listed above, with contract number, project location, description of work requirements, contact and phone number for each effort, and other references. Firms should also indicate all applicable personnel and sub-contractors proposed to work on the contract. Proof of Small Business Administration (SBA) registration 8(a) and HUBZone Small Business shall be provided with this response. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought announcement.
