Description
This is a modification to the synopsis entitled REQUEST FOR INFORMATION - COMMERCIAL MICROGRAVITY FLIGHT SERVICES AND SOLICITATION NO. NND14MIRCOGRAVITY, which was posted on November 26, 2014. You are notified that the following changes are made: 1) The following paragraphs are deleted in their entirety: "NASA is assessing the feasibility of obtaining microgravity flight services on a purely commercial basis. In such an operation, the provider will operate as a civil aircraft and bears full responsibility for airworthiness, flight safety, and mission assurance, and these services do not require Public Aircraft Operation (PAO ref. AC 001.1A) with commensurate NASA airworthiness approvals. Recognizing the ability of industry to provide microgravity flight services to the public at large, responders are required to provide information on the practicality of providing this service to NASA in accordance with the attached NASA PWS utilizing certificated aircraft with an FAA approved maintenance and operations plan that does not depend upon NASA airworthiness authority under a Public Aircraft Operations concept. Under a non-PAO concept, NASA will provide limited airworthiness oversight for payload design and payload integration for NASA payloads only. In accordance with its policy NPR 7900.3C ( http://go.usa.gov/sWt9 ), NASA will also perform an initial airworthiness review including a physical inspection of the proposed aircraft and detailed review of its maintenance records." And is replaced with the following: "NASA is assessing the feasibility of obtaining microgravity flight services on a purely commercial basis. In such an operation, the provider bears full responsibility for airworthiness, flight safety, and mission assurance under the authority of the FAA. Recognizing the ability of industry to provide microgravity flight services to the public at large, responders are requested to provide information on the practicality of providing this service to NASA in accordance with the attached NASA PWS utilizing FAA certificated aircraft. NASA will provide limited airworthiness oversight for payload design and payload integration for NASA payloads. In accordance with its policy NPR 7900.3C ( http://go.usa.gov/sWt9 ), NASA will also perform an initial and periodic airworthiness and operational safety reviews including a physical inspection of the proposed aircraft and detailed review of its maintenance records and operations program." 2) Section 5.2, Aviation Safety Program Manual, in the Performance Work Statement is revised to read as follows: "The Contractor shall have an Aviation Safety Program Manual that addresses, as a minimum, all the requirements from NPR 7900.3C, Chapter 6. The Aviation Safety Program Manual shall be approved by NASA. The Contractor shall appoint an ASO who meets all the requirements of NPR 7900.3C, Chapter 6. The Contractor ASO shall be Safety Management System certified through an ICAO approved certification program." 3) Section 6.9.2, Contractor Aviation Safety Officer, in the Performance Work Statement is revised to read as follows: "The Contractor ASO shall be responsible for safety oversight during NASA flight weeks, and shall interact with the appointed NASA ASO on all safety matters." The due date for responses is NOT extended. Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
