Description
Subject to FAR Clause 52.215-3, entitled "Request for Information or Solicitation for Planning Purposes," this announcement constitutes a Sources Sought for information and planning purposes. Naval Special Warfare Command's (NSWC) intent of this announcement is to identify qualified and experienced sources for the procurement of Life Preserver Armor Carrier Systems This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Naval Special Warfare Command (NSWC) is seeking sources with innovative approaches, designs, or products to fulfill a requirement for a life preserver that interfaces with the wearer's armor carrier system and underwater breathing apparatus, while maintaining full functionality of all three systems without obstructing or hindering the wearer's access to mission essential equipment. This may be achieved by: •a) An inflatable life preserver that interfaces with Special Operations Forces standard armor carrier systems. Currently, the standard plate system for maritime use is the Modular Maritime Armor Carrier (MMAC). OR b) An integrated inflatable life preserver/armor carrier system. The armor carrier system must be comparable in features and functionality to the Modular Maritime Armor Carrier (MMAC). The following is a list of minimum specifications and salient characteristics for the life preserver: •· Provides both manual and auto-inflation capability. Capability of manual inflation (tube), and a low pressure (CO 2 ) auto-inflation. Auto -inflation that is programmable to operate at selected depths is desired. •· P rovides an over-inflation valve or relief valve to prevent possible rupture of the life preserver on ascent. •· Design and materials are water resistant and do not retain or trap water. •· Does not interfere with the function or user interface of the MK25 underwater breathing apparatus (UBA). The product will be used with armor carrier and UBA at the same time. •· Does not obstruct or hinder the operator's access to mission essential equipment. •· Does not interfere with operator employment of the primary weapons system (M-4 rifle; Special Operations Forces Combat Assault Rifle (SCAR)). •· Maximizes freedom of movement and does not encumber climbing or swimming when not inflated. Climbing activities include boarding and disembarking vessels or stationary structures, and negotiating terrain or obstacles. •· Uninflated life preserver does not obstruct operator vision or head movement when wearing a full or half-shell helmet, helmet accessories, and operator communications equipment. •· Provides approximately 30lbs of buoyancy at 50 feet salt water (fsw) when inflated. •· Consistently and reliably orients operator face-up in the water when inflated. •· Vendor to provide information on availability and distribution of spare parts, to include CO 2 cartridges, bladder, air tubes, connectors, etc. •· Vendor must be capable of providing 4 complete units for evaluation. The intent of this sources sought is to fulfill this requirement from commercial off-the-shelf products or products with modifications of a type customarily available in the commercial marketplace. NAICS Code: The NAICS Code for this requirement is TBD. Responding contractors shall provide relevant past performance on same/similar work dating back 3 years and capability statement detailing their ability to provide and install the requested lockers. The capabilities statement must be presented in sufficient detail for the Government to determine that your company possesses the necessary technical expertise and experience to compete for this acquisition. Contractor's response shall also include the following information and can be submitted in your own format: 1. Company name, address, POC name, phone number, fax number and email. 2. Contractor and Government Entity (CAGE Code). 3. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 4. If the items can be solicited from a GSA schedule, provide the GSA contract number. Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) typewritten pages. Reponses to this Sources Sought request should reference Life Preserver Armor Carrier Systems and shall be submitted electronically to Matthew Morelewski at matthew.morelewski@navsoc.socom.mil Phone: (619) 537-1360 (4:00 PST) 2 Jan 2015. All technical questions and inquiries may be submitted within the response. The Government does not anticipate providing answers to submitted questions ; however, questions will be considered when developing the solicitation. The requested information is for planning and market research purposes only and will not be publicly released. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any.
