- Prospectus Maps Prospectus (Draft) of Performance Requirement Summary Chart Prospectus (Draft) of Schedule of Items 2015 Tree Thinning, Newport and Sullivan Lake Ranger Districts. The Colville National Forest has a requirement for plantation tree thinning with possible bucking and lopping. There may also be a need to do slashing or whip felling for site preparation, silvicultural purposes or fuels treatment on the Newport and Sullivan Lake Ranger Districts, Colville National Forest. Location of the work is in Pend Oreille County, Washington State, located in the NE portion of Washington State. This project requires the furnishing of all tools, equipment, materials, supplies (except those designated as Government-Furnished), labor, supervision, workman's compensation, unemployment insurance, transportation, and incidentals to perform all work necessary to accomplish the tree thinning. Migrant and Seasonal Agricultural Worker Protection Act registration and a Washington State Farm/Forest Labor License are required. The contract will have one base item and two options items. Base Item D35A is estimated at 200 acres. Option Item D35B) is estimated at 45 acres and Option Item D35C is estimated at 28 acres. If all options items are exercised, the total estimated acres will be approximately 273 acres. The date to exercise the options will be listed in the solicitation. Work is estimated to begin around June 15, 2015. The Contractor will have 60 calendar days from the notice to proceed to complete the work.. This project will be advertised as a written quotation and will be solicited under the Simplified Acquisition Procurement (SAP) rules. Issue date of the solicitation is January 16, 2015. The actual due date will be listed in the solicitation. The proposed project listed here is a 100 percent small business set-aside. NAICS code is 115310, size standard $7.5 million. All responsible sources may submit a quote which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date. This presolicitation notice is also a prospectus for the project. Vicinity maps to the tentative work sites are included in the enclosed information along with a draft of the schedule of items and performance requirement summary chart. Some changes in sites may occur, but the enclosed information and sites are representative of work to be done. The information in the solicitation will replace the enclosed information. The enclosed information is provided so that potential quoters will have an opportunity to visit representative sites while they are still accessible. Potential quoters are encouraged to visit the units to ascertain the extent of work involved and to satisfy themselves regarding all general and local conditions that my affect the price of a potential contract to the extent the information is obtainable. Some of the sites are behind gates for wildlife purposes; this will require walk-ins to the units. In no event shall failure to inspect the site constitute grounds for a claim after the task order has been awarded (reference FAR Clause 52.237-1). No guided tours will be held.
