- NASA/JSC has a requirement to remove, replace, and integrate compatible batteries to the Uninterrupted Power Supply (UPS) System, throughout the entire Software Development and Integration Laboratories (SDIL) located at: Sonny Carter Training Facility (SCTF), 13000 Space Center Blvd, Houston, Texas 77059. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for the following items or their equivalent: Replacement of 160 Batteries (Model HX505) currently in 4 cabinets: Basic Installation Services include All units to be replaced: One string must remain operational at all times during service Removal of existing battery string(s) Installation of new battery string(s) Test and verification of system operations Disposal/Recycling Freight: FOB Destination Schedule Requirements Monday-Friday 8am-5pm Duration of installation not to exceed 4 business days Applicant to provide earliest start date Basic Site Description for Basic Installation Service: Standard dock delivery accommodates a standard size semi-truck with an onsite forklift or pallet jack (at least 4,000 pound capacity) Inside staging area is available for the batteries being installed and removed Inside, staging area is within 50' of the dock area Battery room/cabinets is within 200' of the staging area Doorway at least 48" in width The provisions and clauses in the RFQ are those in effect through FAC 2005-79. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due via email by 12:00 p.m. Central Standard Time (CST) on January 5, 2015 to Mario A. Tijerina II at mario.a.tijerina@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.na sa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (APR 2014), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than a domestic end product(s) as defined in clause FAR 52.225-1, Buy American Act -- Supplies, the offeror shall so state and shall list the country of origin, per the certification requirement found at FAR 52.212-4, incorporated by reference below. All contractual and technical questions must be submitted in writing by email to Mario A. Tijerina II at Mario.a.tijerina@nasa.gov and received no later than 4:00 p.m. (CST) on December 29, 2014. Telephone and faxed questions will not be accepted. Selection and award will be made in accordance with FAR 15.101-2, Lowest Price Technically Acceptable Source Selection Process. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror shall result in a binding contract upon agreement of both parties. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors must include completed copies of the provision at 52.212-3 (Dec 2014), Offeror Representations and Certifications - Commercial Items with their offer.
