Description
Request for Information (RFI) for Flush Deck (FD) Nose Gear Launch (NGL) system in support of Aircraft Carrier Launch Systems. GENERAL INFORMATION Document Type: RFI RFI Number: N68335-15-RFI-0085 Contracting Office Address: Naval Air Warfare Center Aircraft Division - Lakehurst Contracts Department Hwy. 547 Building 562, Room 306 Lakehurst, NJ, 08733-5083 REQUEST FOR INFORMATION: The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst is surveying the marketplace for all interested parties, and is soliciting information and comments from industry and other interested parties. NAWCAD Lakehurst is requesting information pertaining to suitable technologies for the Aircraft Carrier-based next generation (NG) Flush Deck Nose Gear Launch system, specifically the subsystems of the Buffer Assembly and the Deck Tensioner Assembly. Currently these two (2) subsystems employ traditional hydraulic technology which is not the desired technology for the NG. The thresholds (T) and objectives (O) for the Buffer Assembly and the Deck Tensioner Assembly are provided to aid in the provision of responses to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Navy to form a binding contract. Buffer Assembly: Provides the necessary resistance to decelerate and stop a taxiing aircraft (buffering); •· Weighing 80,200lb (T), 89,000lb (O), traveling between typically 2-4 knots (6 knots max), within 51 inches Is capable of; •· An operator initiated advance of 51 inches (T) in 4 seconds •· An operator initiated retract of 51 inches (T) in 4 seconds •· An operator initiated 3 inch aft tow of an aircraft weighing 80,200lb (T), 89,000lb (O) •· An autonomous controlled resistance profiling (T) to prevent overload throughout buffering •· Absorbing overload of 99,000lbf (T) Functions in an operational environment defined as; •· Up to 375 ° F (T), 500 ° F (O) •· Up to 100% humid (T) •· Corrosive, dusty, and oily Is resistant to non-operational temperatures as low as -60 ° F (T) Deck Tensioner: Is capable of; •· An operator initiated application of a 5500lb (T) static load •· An operator initiated removal of a 5500lb (T) •· A controlled loading profiling (T) to prevent overload during load application/removal •· Absorbing overload of 99,000lbf (T) Functions in an operational environment defined as; •· Up to 375 ° F (T), 500 ° F (O) •· Up to 100% humid (T) •· Corrosive, dusty, and oily Is resistant to non-operational temperatures as low as -60 ° F (T) INFORMATION REQUESTED: Interested vendors are requested to provide the following: •· Company description •· Clear identification of a technology suitable for one or both subsystems •· Definition and functionality •· Evidence of company technological subject matter expertise •· Company technical point of contact (POC) relevant to technology(ies) •· Technology industry applications •· Technology consumer applications •· Technology/concept rationale as related to subsystem thresholds and objectives •· Technology/concept challenges as related to subsystem thresholds and objectives •· Technology/concept limitations (size, weight, maturity, etc.) •· Any additional information that will assist in understanding responses to this RFI CONCLUSION In response to this RFI, all interested parties must submit written responses, preferably via electronic mail. The Navy does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. While the Navy intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Navy will not use any information provided to level your company's approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Submit your response in a Microsoft® Word or compatible format document in no more than twenty single-sided, single-spaced pages, 12-point, Times New Roman font, using a minimum of one-inch margins. Responses to this RFI are requested by 4:00 PM on 2 February 2015. Responses should cite RFI number N68335-15-RFI-0085 and be addressed to the attention of Mr. Michael Furey, Code 2.5.2.5.2MF. Failure to respond to this RFI does not preclude participation in any future associated RFP/RFQ that may be issued. Information provided in no way binds the Navy to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release.
