- NOTE: Due to Contracting Writing System error, FBO posting of "Notice Details" included incorrect project information. Reposting information for Pre Solicitation for Project 659-15-101, Rebuild Boiler Refractory #3. The Salisbury VA Medical Center (VAMC), Salisbury, NC is seeking the services of a certified Service Disabled Veteran Owned Small Business that will provide materials, labor, tools, equipment, transportation, and qualified supervision required for project 659-15-101, Rebuild Boiler Refractory number #3. THIS REQUIREMENT WILL BE 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES. Work includes, but is not limited to providing all necessary labor, materials, tools, transportation, equipment, and qualified supervision for Boiler #3 Refractory project. Once the Refractory has been removed contractor shall invite Alstom, the Manufacturer of the Boiler to inspect existing conditions and develop a report. The Contractor shall Replace stop check valves; blow down valves, all 3 check valves on boiler's # 2 and 3. The Contractor shall replace the entire blow down line and lines from Boilers #2 & 3, Inspect hand holes to determine if polish or grinding application should be applied. NOTE: Special coordination by the Government is required to schedule the boiler shut down. Boiler #2 shall be the 1st to be shut down to replace the 8" relief valve and other items as noted in the drawings. When the work on Boiler #2 is complete, it shall be tested and inspected by the boiler inspector and brought back online. Once Boiler #2 is brought back online, the contractor shall coordinate to shut down Boiler #3. The Contractor shall install a new controls system, work surface in control room, and replace roof fans on the roof of B18. The Contractor shall furnish all supervision, labor, tools, and equipment--including, but not limited to, compressed air, scaffolding, dry storage, office, and change room facilities necessary to install all materials. The Refractory Contractor shall perform all phases of work and supply all materials required. The Contractor shall be responsible for the installation of the newly installed refractory. The mobilization site must be kept clean during construction and housekeep the entire area after the end of each work day. All work shall be done according to state and local building codes as per the Department of Veteran Affairs specifications and drawings. The NAICS code for this procurement is 238220 with a small business size standard of $15M. All work shall be completed within Three Hundred (300) calendar days after date of receipt of notice to proceed. This includes final inspection, punch-list, and clean-up. The estimated dollar amount of this procurement is between $500,000.00 and $1M. Solicitation will be posted on/about December 30, 2014. A pre-bid walk-through will be held on or about one week after the posting of the solicitation. These dates are estimates. The actual dates will be stated in the solicitation. The Online Representations and Certifications (SAM) must be completed by each firm submitting a proposal prior to the bid opening date. Important Notice: Offeror must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises at the time of submission of proposal. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz at the time of proposal submission will result in the offeror's proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
