Description
LITCHFIELD CALIFORNIA OFFICE CONSTRUCTION/DEMOLITION SOURCES SOUGHT NOTICE L15PS00046 Bureau of Land Management (BLM), Department of the Interior, National Operations Center, Denver, Colorado has a requirement for the construction of a 1,320 sq ft office space in California. This notice is for planning purposes only and is not a request for proposal. It is anticipated that this procurement will be issued as a small business set-aside, barring inadequate small business interest, however, information provided will assist the government in determining whether to further set-aside the procurement for a specific SBA authorized category. Response will also assist with planning and scheduling of work and determine other aspects of a proposed solicitation for the work. The work will be located at the existing BLM Litchfield Wild Horse & Burro Admin Site in Litchfield, CA. The site is a wild horse and burro holding facility with a horse and burro population of 500 to 1000 animals at any given time. Public access is allowed on site during business hours. Work location is near the entrance gate and public access to the facility must not be restricted by construction. The 1,320 sq ft facility shall consist of office space, public restroom, employee restroom, shower/locker room and break room. The office space will be occupied by six employees. New septic and propane storage and delivery systems will be designed for this building. The estimated cost of construction is $500,000 to $1,000,000. Option items may include: low maintenance landscaping and irrigation system; asphalt parking area to accommodate five parking stalls, one accessible parking stall, and one pull through parking stall for vehicles with trailers; fencing separating the new building and parking area from the remainder of the site with two automatic gates for vehicular access and one pedestrian gate. The facility shall be designed to ensure a low maintenance and maximum useful service life. The facility will be designed in compliance with local seismic and wind-loading conditions. The facility shall be designed to comply with the following codes: The latest edition of the International Building Code (IBC) will be the prevailing code. Architectural Barriers Act Accessibility Standards. Sustainable Buildings Implementation Plan (SBIP) and the 5-Guiding Principles for Sustainable Buildings Design. The proposed work includes demolition of the existing office building after it is vacated by the government and following substantial completion and beneficial occupancy of the newly constructed office building.. The successful offeror shall provide a demolition plan and potentially deal with hazardous materials as part of this work. Utilities shall be abandoned in place and terminated in a clearly marked underground vault. It is anticipated work shall begin in the late spring with a period of performance of 145 calendar days. Magnitude of construction is greater than $500,000. NAICS code is 236220, with a small business size standard $36.5 million. THIS IS NOT A REQUEST FOR PROPOSAL. The intent of this sources sought notice is to identify potential offerors. A determination by the government on how to compete this proposed action based on responses to this notice is solely within the discretion of the government.
