- In accordance with FAR Part 12, the Government anticipates awarding this requirement on a Sole Source basis to Astro Haven Enterprises, Inc, 575 Anton Blvd Suite 300, Costa Mesa, CA, 92626-7161, under the authority of Title 10 U.S.C 2304 (c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement for an Astro Haven Commercial Off the Shelf (COTS) sixteen (16) foot diameter seven shutter, door-slam, fiberglass astrodome that will provide environmental protection for sensitive optics and electronic systems and the complex Kineto Tracking Mount optical tracking pedestal. The procurement requires the purchase of a customized 16 foot diameter fiberglass astrodome assembly. The main dome structure must be white in color, constructed of fiberglass or composite material to minimize weight and 16 feet in diameter. The dome must have an access door for personnel to enter and exit at the ground level and measure a minimum inside height of 135 inches, maximum inside height of 160 inches. The dome is required to be motor driven with no manual operation and is required to operate on either 115 VAC or 230 VAC. Remote control capability via a serial data link to open and close the dome is a required. When fully opened,, the dome has a mandatory 54 inch height requirement and must provide 360 degree horizontal viewing angle. The dome must seal out the elements (rain/snow) and completely cover the KTM tracking system when fully closed. Upon delivery, the dome will require shipping by standard freight truck in pieces and assembled on site. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement. All capability statement received in response to this notice shall be considered by the Government for the purpose of determining whether to initiate a competitive procurement. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Inquiries/responses to this notice must be made within fifteen (15) days after this notice is posted electronically, and should include company name, point of contact, address, phone number, DUNS number, Tax ID, business size, company literature sufficient to make an adequate technical assessment. A determination by the Government not to compete this requirement based on any responses received is solely at the discretion of the Government. If no written responses are received, a contract may be issued without further notice.
