- Description
- This is a notice of intent to award a contract on a sole source basis to Calspan Corporation in accordance with FAR 6.302-1 for flight demonstration support services for the U. S. Naval Test Pilot School (USNTPS) Airborne Systems Training and Research Support (ASTARS) Program at the Naval Air Systems Command (NAVAIR) located in Patuxent River, MD. A firm fixed price contract will be awarded for a base year and three one-year options with performance beginning on 1 October 2015. The intent of this award is to continue ASTARS support while the USNTPS pursues options for procuring a 'next generation' ASTARS solution. The anticipated four-year period of performance of this sole source award represents the anticipated time required to complete market research, compete, design, produce, and certify the next generation solution. Interested parties should consult FBO notice 25112-14-0124, posted on September 12, 2014, for an overview of that effort. The ASTARS provides a cost-effective tactically representative integrated mission system suite for USNTPS students under instruction to evaluate advanced integrated avionics. Quality and consistent program support is required for the completion of the USNTPS test and evaluation syllabus which trains students under instruction to become qualified test pilots, test flight officers, and flight test engineers. Upon completion of the USNTPS course, these personnel support the test and evaluation programs of the U.S. Navy and various other RDT&E activities in all U. S. military services, other U. S. government agencies, civilian industry, and many foreign nations. This requirement is being procured under statutory authority 10 U.S.C. Section 2304 (c) (1), only one responsible source and no other supplies or services will satisfy the agency requirements. THIS IS NOT A REQUEST FOR PROPOSALS.
