- SCOPE OF WORK: This acquisition will result in the award of a Facilities Support Services (FSS) Firm Fixed Price (FFP) with Indefinite Delivery/Indefinite Quantity (IDIQ) Services Contract for Disposal of Single Stream Recyclable Materials from Naval Support Activity (NSA)Mechanicsburg PA. The contractor shall provide facilities for the disposal (tipping) of Single Stream Recyclable Materials and shall accept full responsibility and assume liability for ensuring that recycling, disposal, and interim storage methods proposed by the Contractor, subcontractors, or end users are in compliance with all Federal, State and Local laws and zoning ordinances. The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required for efficient operations within the Integrated Solid Waste Management function. Requirements for Disposal of Recycling Materials are listed in the solicitation pricing schedule / Exhibit Line Items (ELINs). The Government shall furnish all equipment and labor to load, haul, and dump the recyclable materials at the Contractor ™s single stream recycle facility. Because the Government will be providing Recyclable Containers and Dumpsters, including Public Works Trucks and Drivers for hauling the recyclable materials, the Contractor ™s facility shall be located within a 50 mile radius of NSA Mechanicsburg. The Government shall deliver mixed Single Stream Recyclable Materials to the Contractor ™s Facility (Materials Recovery Facility) and dump (tip) materials at that facility. The Contractor shall segregate and process the recyclable materials and report to the Government on a monthly basis the individual commodity tonnage. The contract will be procured using competitive proposals as it has been determined to be the most appropriate method of contracting for the subject project. A Request for Proposal (RFP) will be issued to obtain contractor proposals from which the resulting contract will be awarded. This solicitation will be issued as a Request for Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 13 “ Simplified Acquisition Procedures, and Part 16.5 Indefinite Delivery/Indefinite Quantity under solicitation number N40085-15-R-7601. Number of Days in Contract: Base Period 365 Days, w/ 4 Option Periods 365 Days Each NAICS CODE: 562920 Materials Recovery Facility, Small Business Size Standard $ 20.5 Million. SET ASIDE: This acquisition shall be set aside 100% for SMALL BUSINESS in accordance with Federal Acquisition Regulation 52.219-6 Notice of Total Small Business Set-Aside (Nov 11). NOTE “ Because the Govt. will provide all trucks and drivers for hauling, the small business contractor ™s facility shall be located within a 50 mile radius of NSA Mechanicsburg, PA. Proposals for facilities outside the 50 mile radius, will be considered unresponsive to the Govt ™s requirement, and will not be considered. The solicitation (specification) will be limited to the electronic medium. The specifications and attachments WILL NOT be directly provided in a paper hard copy format or by CD-ROM. It is therefore the contractor ™s responsibility to check the web site daily for any posted changes to the solicitation. SAM is the official U.S. Government System consolidating the capabilities of the Central Contractor Registration (CCR) FedReg, Online Representations and Certification Application (ORCA), and Excluded Parties List System (EPLS).
