- This solicitation is hereby cancelled per FAR 15.206(e), Amending the Solicitation, which prescribes "if in the judgment of the Contracting Officer, based on market research or otherwise, an amendment proposed for issuance after offers have been received is so substantial as to exceed what prospective offerors reasonably could have anticipated, so that additional sources likely would have submitted offers had the substance of the amendment been known to them, the Contracting Officer shall cancel the original solicitation and issue a new one, regardless of the stage of acquisition." The primary reasons to support this cancellation are as follows: The Government has determined that additional courses of varied subjects, varied durations, and varied locations are required to address NSW's evolving Cyber Security concerns. The current solicitation is written to support up to 30 3-day 'Practical Application of Cyber Security Courses' of instruction for up to 25 attendees in each course. The content of the course is further outlined in the performance work statement (PWS) for the basic contract. While the location and dates of each course are subject to variation at the task order level, there is no indication that course duration and content are subject to change for the life of the contract. The current solicitation equates to 90 days of training per year, or 450 training days over the life of the five-year effort. The associated Contract Line Item Numbers (CLINs) allow pricing for each of the 30 courses; plus, up to 30 instances of facility rental fees for venues to accommodate up to 25 personnel within a 10-mile radius of Naval Amphibious Base (NAB), Coronado, CA, when a Government facility is not available for use, and up to 30 instances of instructor travel to San Diego as necessary to conduct each course. The Government anticipates that, in addition to the 3-day Intermediate Cyber Security Course required, multiple 2-hour basic cyber security courses for up to 60 students per course and multiple 15-day advanced cyber security courses for up to 10 students per course are also required. The Government also requires the flexibility and pricing mechanisms to support hosting required training courses worldwide as necessary to support the demand within the NSW community. The advanced cyber security course is envisioned to occur once per quarter at a minimum. As such, that requirement alone would almost double the required effort of training days per year from 90 days to 150 days (450 to 750 total days over a 5 year effort). To accommodate the new and evolving training requirements, the current solicitation is anticipated to be restructured to more than double the existing capacity and provide additional not-to-exceed CLINs for travel beyond the scope of San Diego area. Additionally, among other possible changes, the nature of courses must be more closely examined to determine the appropriate pricing structure for any future solicitation. For planning purposes, the new solicitation is anticipated to be issued on or around 15 March 2015.
