Description
The U.S. Environmental Protection Agency (EPA)/Office of Solid Waste and Emergency Response (OSWER)/ Office of Emergency Management (OEM)/ Regulations Implementation Division (RID) has a regulatory need for: 1) refrigerated storage of research oils; 2) repackaging of bulk oils (approximately 10 drums in to smaller sized containers); and 3) distribution of research oils to laboratories. The National Oil and Hazardous Substances Pollution Contingency Plan (NCP) regulation provides the test methods required to meet the data requirements under Subpart J of the NCP under 40 CFR 300.915 Data Requirements, and Appendix C. The test methods require that two specific reference oils be used by laboratories in testing new chemical countermeasure products used in oil spill response for product manufacturer. The Subpart J Rule is currently being updated and the test oils supplies will need to be replenished. The Government anticipates awarding a five-year firm fixed price purchase order (one-year base with four one-year option periods) in accordance with the procedures under FAR Part 13 Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code for this procurement is 334516. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a sources sought notice for written information only. The purpose of this notice is to invite interested businesses to submit a brief capability statement, delineating a business approach for meeting the requirements described herein. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Capability statements must address technical competencies, and management/personnel experience relative to the key task areas described above. In addition, capability statements must address the vendor's capacity to manage the anticipated volume of work for this requirement. Respondents shall submit capabilities statements to this RFI via FedConnect. Respondents shall also send a copy of statements to Marshand Boone, Contract Specialist at boone.marshand@epa.gov by 12:00 P.M. EST on January 15, 2015.
