- The 911th Airlift Wing, Coraopolis, PA, 15108 intends to issue an Invitation For Bid (IFB) to award a single, firm fixed-price contract to provide for all labor, facilities, transportation, materials, tools, equipment, administration, and supervision to perform all operations necessary to Construct Outdoor Staging Area Aerial Port Building 130 (CLIN 0001) and Demolish OSI Building 127 (CLIN 0002). Work includes, but not limited to constructing a new one story, open, prefabricated canopy that include general, plumbing (storm water related work), and electrical construction work but does not incorporate mechanical construction work. Construct a 20,000 SF asphalt lot for relocation of Aerial Port outdoor staging area. Remove asphalt to provide grass barrier between the new lot and the existing aerial port outdoor staging area. Install necessary storm water and underground retention system as required. Construct 50 feet by 100 feet metal canopy with lighting, bollards, and electrical outlets to protect equipment from the elements. Canopy appearance shall match existing base appearance standards for finishes. Provide rain drainage system and exterior lighting. Demo OSI Building 127, which includes the razing of the existing building, terminate utility lines, demolish concrete slab-on-grade and building foundations, demolish asphalt driveway and concrete sidewalk. All work shall be accomplished in strict compliance with the contract documents. The total estimated cost range is between $250,000 and $500,000; the NAICS code is 236220; and the applicable size standard is $36.5 million. IFB FA6712-15-B-0003 will be available o/a 09 January 2015. This action is being reserved as a HUBZone Set-Aside, with competition restricted to Small Business Concerns IAW FAR 52.219-3. Tentative proposal closing date will be on or about 11 February 2015. Performance period is 210 calendar days after receipt of Notice to Proceed (NTP), which is estimated to be issued within thirty days after contract award. Funds are not presently available for this project. No award will be made until funds are available to make payments under a contract. The government reserves the right to cancel this solicitation, either before or after closing with no obligation to the offeror by the government.Note: Interested offerors must have an active record in the System for Award Management (SAM) site at http://www.sam.gov.
