Description
THIS IS A REQUEST FOR PROPOSAL (RFP). This Solicitation is to fulfill requirements for a Performance-Based Remediation (PBR) approach for Installation Restoration Program (IRP) and Military Munitions Response (MMRP) Sites at Joint Base (JB) Charleston Air and Weapons, SC. Proprietary information shall be properly marked by Offerors. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations and Source Selection Procedures. General Information: The 772d Enterprise Sourcing Squadron/Environmental Contracting (772 ESS/PKB) at Joint Base San Antonio (JBSA) Lackland, TX is issuing this solicitation on behalf of the Air Force Civil Engineer Center (AFCEC) to provide engineering, restoration and construction services to achieve environmental performance objectives at JB Charleston, SC. The Contractor shall perform all necessary environmental construction and engineering activities required to meet the performance objectives identified in the corresponding Statement of Objectives (SOO), dated 10 December 2014. The Period of Performance (POP) will be 120 months from date of award. This requirement is for environmental construction under NAICS code 562910 and the classification code has been corrected from Code 99 to Code F. Request for Proposal: The 772 ESS/PKB intends to award a single, Firm Fixed Price (FFP) PBR contract for remedial action efforts at JB Charleston using trade-off Source Selection Procedures (FAR Part 15). You are hereby notified that the project owner has certified this project as a valid requirement. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event funds are not made available for this project, there shall be no liability on the part of the Government. Additionally, no proposal costs associated with this solicitation shall be paid. The anticipated award of the resultant contract is in the fourth quarter of FY15. Based on executing the current Air Force environmental restoration strategy, the Air Force's ROM for this PBR is anticipated to be between $10,000,000 and $25,000,000. Offerors will not automatically be non-compliant if the proposed price exceeds the ROM. Proposals shall be submitted in accordance with the RFP requirements and the date indicated in this announcement. There will be no formal questions and answers period concerning this RFP. Access to JBSA, Building 171 is controlled by 802d Security Forces Squadron. Visitors' point of entry will be at the 802 SFS Visitor Center which is located adjacent to the General McMullen Gate. Therefore, if your firm intends to hand-deliver a proposal for this solicitation, the following information is required no later than (NLT) one working day prior to the proposal submission date: a. Company Name and First and Last Name of Visitor, Date of Birth, Driver's License/State ID Number and State of Issue b. Date and time of visit c. Destination (Building 171, Door 1 Main Hallway) The information provided will be forwarded to the 802d Security Forces Squadron. On the day of the visit, please confirm that your visitor information has been submitted to the 802d Security Forces Squadron. All visitors must report to the visitor center prior to entry.
