- LOGMOD/BaS&E Sustainment Support Services PWS (Attachment 1 RFI# FA8771-15-RFI-001) Request for Information (RFI) LOGMOD and BaS&E Sustainment and Support RFI Number: FA8771-15-RFI-0001 Date of RFI: 19 Dec 2014 I. Background NOTE: Only current Small Business Administration 8(a) program companies may respond to this Request for Information (RFI). The Government seeks to determine the capabilities of vendors in the Small Business Administration (SBA) 8(a) business development program, including Alaska Native Corporations (ANC). The Air Force Base Support and Expeditionary Planning Tool (BaS&E) and Logistics Module System (LOGMOD) require sustainment and support as detailed below and in the attached draft Performance Work Statement (PWS). The Government intends this RFI to solicit only participants in the 8(a) program; no other vendor statements will be considered at this time. The notional North American Industry Classification System (NAICS) code for this effort is 541511.Please describe your capabilities relevant to the areas identified below. Where the 8(a) concern intends to partner with another firm, distinguish between the capabilities and experience of each party. Respondents need not submit letters of commitment from prospective subcontractors. Your capabilities statements, in response to this RFI, are limited to 8 typewritten pages for each area listed below (12 pitch font, 1 ½ in borders). Questions related to this RFI are not considered as part of the 8 page limitation mentioned above. 1. Sustainment & Deployment: BaS&E and LOGMOD information systems are J2EE java applications which utilize IBM WebSphere Application Server (WAS) 7 on RHEL 5 and Oracle 11gR1 (11gR2) on Solaris 10. Describe experience in developing, maintaining, troubleshooting and deploying to development in Air Force and Department of Defense (DoD) production environments. Also describe development and maintenance experience with the following: a. Log4J and Commons Logging b. Model View Controller- Struts and Springs c. Hibernate ORM Framework d. Java Standard Tag Library (JSTL) e. User Data Web Service (UDWS) for account validation f. Apache Shiro for role management within a J2EE application g. JASPER 3.X reporting tool to retrieve, report, ad hoc query, extract and sort data h. Oracle's Virtual Private Database (VPD) for role and access management i. Tivoli Access Manager (TAM) for account administration and authentication j.SMTP k. Encryption Wizard l. HTML 4.0.x and HTML5 m. Structured Query Language (SQL) n. AJAX n. APEX (Oracle Application Express) o. WAS Admin Console/Deployment Manager q. Compiling and testing source code with Apache Maven or other government approved software 2. Application Testing and Documentation: a. Experience in establishing test environments for Component Validation & Integration (CV&I) testing, development software testing through test creation, documentation, and evaluation to validate functional requirements has been met b. Discuss experience using automated and manual testing via HP ALM and Quick Test Pro, and tracking software problem reports in HP ALM c. Discuss experience with using HP ALM (Quality Center) to create test cases, requirements specifications, and requirements tractability matrix 3. Code Quality and Reviews: a. Experience in performing manual and automated code quality reviews b. Knowledge of best practices and coding standards in accordance with DoD policy and the systems engineering process 4. Documentation and Requirements: Discuss experience with the AF information systems to include: a. Analyzing and documenting functional and business requirements b. Documenting external interface data requirements c. Data design to include databases, files, records, and documents d. Maintaining user documentation, operating procedures, and help files. Managing multiple software baselines and configuration activities across multiple operating systems f. Experience in tracing requirements flows from inception to completion 5. Enterprise Architectural: Describe experience with DoDAF 2.02 and development of architectural products for approved Interoperability Support Plans. 6. System Administration - Database Management: a. Discuss experience in performing system administrator activities to include user account administration, file system management, patch management, Oracle Security Technical Implementation Guide (STIG) compliance and network access on Red Hat Enterprise Linux server. b. Discuss experience in performing database management activities to include patch management, backup/recovery, user access, ORACLE 11gR1 and 11gR2 Security Technical Implementation Guide (STIG) compliance on ORACLE databases residing on a Sun Solaris 10 server. 7. Helpdesk Support: a. Experience providing tier II and III helpdesk support for 12,000 or more DoD users during normal duty hours b. Provide experience with advanced helpdesk support, and any direct experience involving a web based application used by well over 200 locations world-wide c. List experience with helpdesk management tools (Such as BMC Remedy, HP ALM, or other government approved software) II. Instructions to Respondents a. Please provide the capabilities of your company as a prime contractor to meet the requirements identified in this RFI. Identify any anticipated level of subcontracting or teaming arrangements and your subcontractor's or teaming partner's capability to meet the requirements identified in this RFI. b. Please provide comments on the attached DRAFT Performance Work Statement (PWS), and all attachments. c. All responses to this RFI shall include the RFI Number LOGMOD/BaS&E FA8771-15-RFI-0001, for reference purposes. As this is an RFI, vendor responses shall be in the form of a Capabilities Statement. d. Respondents to this RFI are not to provide pricing information. The Government will not consider company brochures or other advertising literature. e. Responses, capabilities statements and questions concerning the attached PWS are due no later than 3:00 p.m. (Central Standard Time) 21 Jan 2015 and shall be sent electronically to annette.hudson@us.af.mil, charles.anderson@us.af.mil, john.jordan@us.af.mil veronica.brooks@us.af.mil, and britney.jenkins@us.af.mil. f. Please clearly identify any proprietary data submitted in response to this RFI. g. NOTICE: The information contained in this RFI will be used for reference purposes and market research. This RFI does not constitute an Invitation for Bids (IFB), Request for Proposal (RFP), or Request for Quote (RFQ), nor does this issuance restrict the Government's acquisition approach. Any information received is considered market research and may be utilized by the Air Force in developing its acquisition strategy and metrics. This market research will be used to assess the availability, adequacy and capabilities of potential sources. The Government will not respond or conduct formal or informal debriefings to vendors or respondents of this RFI. The Government does not reimburse respondents for any costs associated with submission/preparation of the information being requested/received nor reimburse expenses incurred to interested parties for responses to this RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to the RFI will not be returned.
