- This is a modification to answer vendor questions as indicated below. Answers to Vendor's Questions 1. Are there existing protocols or manuals that you can share with us that indicate how previous staff performed the work? There are a number of protocols that guide the operation of Corps fish facilities. The operating project fish biologist normally provides guidance and assistance in making sure the desired tasks are completed in a proper manner. Each location has a facilities operations manual that outlines proper protocols. There is also the yearly Fish Passage Plan that provides the general outline for operations of dams, the juvenile fish facilities and the adult fish facilities. Onsite Project Biologists have copies of this plan and will go over the relevant parts of this plan with the contractor before the start of onsite work. The sampling of juvenile fish is a joint effort between the Corps, the Corps contractor(s) and the Bonneville Power Administration's Smolt Monitoring Program contractor(s) often referred to as quote mark SMP quote mark. SMP protocols and reporting procedures are available and usually followed to meet regional fish informational needs. The Corps contractor(s) will be collecting similar information as the SMP contractor, but will reporting the information in a different format to meet the Corps needs. 2. What equipment will be provided to the contractor by the Corps and/or what equipment will the contractor need to supply? The juvenile fish facilities are designed to sample fish, so permanent holding tanks, flush water, recirculation systems lighting, flumes etc. are already in place. Project biologists and staff are always present to ensure proper operation of equipment and the proper handling of fish. The contractor will be expected to provide their own computers, printers, online services, consumables (paper, pens, anesthetizing agent), beakers, cylinders, calculators and and other simple lab equipment. 3. Are there offices or facilities that field staff will be able to utilize during normal working hours or during off-hours? All sites except Ice Harbor have office space designated for the contractors sampling fish. This space may be shared depending on the local arrangements for persons assisting with the BPS's Smolt Monitoring Program. Most facility have the means to accommodate space for researchers in the sample lab or other parts of the fish facility, so project biologist should be able to accommodate contractor needs. The Ice Harbor facility is much smaller than those in other locations, but sufficient space is available in the wet lab to conduct work. This has not been a problem in the past as contractors are this location for only 4 hours per sample day, twice per week. 4. What locations have previous staff stayed overnight in order to reduce travel costs? Past contractors have utilized local persons who reside in the area to conduct this work, so travel costs have not been a major issue. Visiting management utilize local hotels for short term stays. Except for McNary Dam which is located in Umatilla, OR, most locations are at least 40 minutes away in travel time from the nearest hotel. Some areas have short term rentals and RV spaces available.
