Description
The Naval Air Warfare Center Aircraft Division Lakehurst intends to negotiate on a non-competitive basis with EMS Technologies Canada, Ltd, Ottawa, Ontario, Canada, a wholly owned subsidiary of Honeywell International Inc for the procurement of International Marine Maritime Satellite (INMARSAT) equipment in support of P-8 aircraft production. A quantity of up to fifty nine (59) shipsets may be procured. A shipset consists on one each of the following items: AMT-50 HGA Assembly P/N 0476-A-00377, HSD-440 with SBB terminal P/N 1252-A-3420-7 including preinstalled software P/N LO-1252-36057 (Rev A00), Antenna Control Unit Assembly P/N 0811-A-0001-Rev J, Diplexer/Low Noise Amplifier (Type F) Assembly P/N 1242-A-0006 and INMARSAT Fan Tray P/N 1252-F-3414. The Government intends to issue a sole source Indefinite Delivery, Indefinite Quantity Firm Fixed price type contract with a three year ordering period to EMS/Honeywell. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, this firm is considered the only supplier of all of the INMARSAT equipment required. The US government does not own the technical data required to competitively award this requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
