- This is a Sources Sought announcement to identify interest in the Reinforced and Type 1E Detonating Cord. Attached is a questionnaire requesting specific information regarding your company's capabilities and to identify production sources for: Detonating Cord, Type 1 Class E, U.S. Government (USG) NSN: 1375-00-180-9356, USG DODIC: M456 Reinforced Detonating Cord, U.S. Government (USG) NSN: 1375-00-028-5168, USG DODIC: M456. This announcement is in support of Market Research performed by the United States Army Contracting Command - Rock Island, to determine interest in a potential Fiscal Year (FY) 2016 procurement for the items described below. Item Descriptions: Type 1 Class E Detonating Cord consists of a minimum core of 50 grains per foot of PETN per MIL-DTL-387 with an optional center string, protected by layers of material: an optional paper liner, braided or counter wrapped textile, and an olive drab plastic sheath. The cord has the maximum diameter of 0.235 inches. The cord has a detonating velocity of not less than 5,900 meters per second and is waterproof. Type 1 Class M Detonating Cord (Reinforced) consists of the same construction as Type I Class E with an additional, outer layer of wax coated textile, while having the maximum diameter of 0.225 inches. The Detonating Cord must meet drawing 13042072 Revision -, 13042077 Revision -, and MIL-DTL-17124, Revision F. Please refer to drawing 13042072 for Type I Class E cord requirements, drawing 2114302 for Reinforced cord requirements, MIL-DTL-17124 for cord verifications, and drawing 13042077 for the packaging verifications. Any exceptions to the material, construction, packaging, inspection/testing requirements contained within the item specification should be clearly explained in your response. Notice: The Technical Data Package (TDP) associated with the Reinforced Detonating Cord is classified as Distribution D limited distribution. This TDP contains technical data whose import is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Technical Data Package (at this time only the top drawings are available) (see www.dlis.dla.mil/jcp/ for instructions and information). Interested contractors will also be required to execute and return a Non-Disclosure and Non-Use Agreement prior to obtaining the Reinforced Drawing. The Technical Data (at this time only top drawings are available) is found at: https://www.fbo.gov/fedteds/W52P1J15R0055 The USG does not currently intend to restrict the procurement of PETN or Detonating Cords to the U.S. and Canada. Therefore, available and otherwise qualified foreign sources are eligible to submit interest in this procurement, or to supply these items to a domestic prime contractor. The USG intends to procure the Type 1 Class E Detonating Cord as a modified commercial item (non-developmental item) in accordance with FAR 2.101 and FAR Part 12. The Contractor will be required to perform First Article and Lot Acceptance Tests on the Detonating Cords, as delineated in the item specification. Shipping terms will be F.O.B. Origin for shipments originating within the Continental U.S. Ammunition Data Cards will be required in accordance with MIL-STD-1168 and shall follow the format required by the World Wide Web application identified as WARP or Worldwide Ammunition-data Repository Program. The contractor will be required to submit receiving reports and payment requests for delivered items in Wide Area Workflow (https://wawf.eb.mil). This application allows DOD contractors to submit and track invoices and receipt/acceptance documents electronically. Requirements: A resultant Contract award would be issued for USG FY 16 - FY20 anticipated and possible unplanned requirements. USG currently anticipated requirements for the Detonating Cords are as follows. Type 1 Class E Detonating Cord USG FY 16: 2,755,128 ft USG FY 17: 2,675,853 ft USG FY 18: 3,080,455 ft USG FY 19: 3,607,529 ft USG FY 20: 3,506,880 ft Reinforced Detonating Cord USG FY 16: Currently no planned requirements USG FY 17: 1,000,000 ft USG FY 18: Currently no planned requirements USG FY 19: Currently no planned requirements USG FY 20: Currently no planned requirements Responses: Interested companies are invited to indicate their interest by providing the USG the following information: product data sheets of the commercial items to be provided (with required modifications and testing to meet specification requirements), a brief summary of the company's capabilities (description of facilities, personnel experience, quality system, and past distribution or manufacturing experience as it relates to the above criteria) and their availability. If a respondent does not have adequate resources (facilities, technical, manufacturing, personnel, etc.) available, then they must be able to demonstrate their ability to obtain those resources without significant delay. Respondents should demonstrate the ability to manufacture or procure the items as described above and a satisfactory past performance in the explosives industry. Any potential key sub-tier vendors or subcontractors should also be addressed, at a minimum for supply of PETN and the Detonating Cord, by indicating which key components would be subcontracted and providing a brief summary of potential key component subcontractors, including their experience and qualifications. Additionally, respondents should indicate a Minimum Procurement Quantity (MPQ) and whether the USG's planned quantities as stated within this announcement meet or exceed the MPQ. Respondents are encouraged to address the feasibility of, or alternatives to, the USG's preferred lead-time of 180 days after award for First Article Test (FAT) completion and report submission; and 270 days after award for production deliveries to commence. Interested companies are requested to provide an FY16-FY20 Rough Order of Magnitude (ROM) quantity ranges and unit prices for the requirements listed above. Please include a separate ROM for First Article Test. The NAICS code for this procurement is 325920 with a business size standard of 750 employees. Please indicate your business size in your response. Respondents are requested to provide minimum and maximum monthly production quantities and identify the remaining capacity for simultaneous production of the Detonating Cords (and if manufacturing resources are shared with other items/production lines). Contractors must be registered in the System for Award Management (SAM) database prior to submitting an invoice and through final payment of any contract resulting from a planned solicitation for these items. Contractors may obtain information on SAM registration by visiting: https://www.acquisition.gov.
