- Estimated Level of Effort Draft Performance Work Statement SOURCES SOUGHT ANNOUNCEMENT INTRODUCTION: This is a SOURCES SOUGHT to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Naval Air Warfare Center Aircraft Division (NAWCAD), St Inigoes is engaged in the design, development, integration, test and evaluation, installation, fielding, certification, maintenance, and logistic support of Cooperative Identification (ID); Non-Cooperative Target Recognition (NCTR); Air Traffic Control (ATC) equipment, systems and subsystems; and advanced technologies development. The NAWCAD Identification Systems (IDS) Division is seeking information to determine potential sources of technical and integration support services in design and feasibility evaluation, component and system design, system integration, installation testing and evaluation, in-service engineering, logistics, repair and validation, training, lab maintenance, quality assurance, and technical management. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract: N00421-14-C-0040 Current Contract Type: CPFF/COST Incumbent and their size: BAE Systems Technology Solutions & Services, Inc. of Rockville, Maryland, large business Method of previous acquisition: Last competition was a full and open task order under the Seaport-e Multiple Award Contract (MAC). PLACE OF PERFORMANCE Location % On-Site Government (Patuxent River NAS, St. Inigoes, MD, Norfolk, VA, San Diego, CA, Pascagoula, MS, Bath, ME, and Moorestown, NJ) - 95%% Off-Site Contractor - 5% The contractor site shall be within 50 ground miles of NAWCAD, St. Inigoes, MD. REQUIRED CAPABILITIES: Please see the attached draft Performance Work Statement (PWS) for specific requirements. SOURCES SOUGHT: Anticipated Contract Vehicle: Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract Anticipated Contract Type: Cost Plus Fixed Fee (Labor) and Cost (ODCs). Offerors MUST have an adequate accounting system in accordance with FAR 16.301-3(a)(3) in order to be eligible for award of a cost-type contract. Anticipated Timeframe for Award: 01 February 2016 Anticipated Period of Performance: Base Period and three (3) Option Periods, as follows: Base Period:01 February 2016 through 31 January 2017 Option Period One: 01 February 2017 through 31 January 2018 Option Period Two: 01 February 2018 through 31 January 2019 Option Period Three: 01 February 2019 through 31 January 2020 The applicable NAICS Code for this requirement is 541330 with a Small Business Size standard of $38.5 Million. The primary Product Service Code (PSC) for this effort is AC65 - Development of Defense Electronics and Communication Equipment - Operational Systems Development. It is anticipated that the basis for award of the resultant contract will be best value/trade off analysis. Both cost and non-cost factors will be considered. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). ADDITIONAL INFORMATION AND SUBMISSION DETAILS A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a "Secret" Facility Clearance and "Secret" Safeguarding. Please include in your response your ability to meet the Facility and Safeguarding requirements. A draft PWS and estimated Level of Effort are attached for review. Interested parties are requested to submit a capabilities statement of no more than 15 pages in length in Times New Roman font of not less than 10 point font demonstrating ability to perform the services listed in the draft PWS. Responses should include: 1)Business name and address; 2)Name of company representative, their business title, and contact information; 3)Type of Small Business and company profile to include number of employees, annual revenue history, office locations, CAGE code, DUNS number, etc.; 4)Vendor's ability to meet the Facility and Safeguarding requirements; 5)Prior/current corporate experience performing efforts of similar size and scope within the last 5 years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the services described in the draft PWS; 6)Indication of vendor's intent to propose as prime contractor; and 7)An explanation of vendor's ability to perform at least 50% of the tasking described in the draft PWS for the base period as well as the option periods; and 8)Any plans to use joint venturing (JV) or partnering to meet each of the requirement described in the draft PWS. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. Include information on how your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements described in the draft PWS.
