Description

This procurement is for the construction of P-234 C-40 Aircraft Maintenance Hangar at Naval Air Station Whidbey Island, Oak Harbor, WA. This procurement uses the source selection procedures in accordance with FAR Part 15. This procurement is for design-bid-build services and will be solicited utilizing full and open competition. Source Selection procedures will be used with the intent to award a firm-fixed-price construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), offers the best value to the Government, using the lowest price technically acceptable source selection process. The work to be acquired under this solicitation is for the construction of a 61,139 square foot Type III high bay aircraft maintenance hangar with multi-story spaces for administration, maintenance shops and aircraft parts storage. This project constructs an aircraft maintenance hangar to accommodate the new C-40 aircraft. Special features will include steel framed gravity and lateral system, pile foundation, metal decking with concrete fill, metal deck roof, trench grate nozzle for aqueous film forming foam (AFFF), compressed air, uninterruptible power supply (UPS) and back-up generators, Leadership in Energy and Environmental Design (LEED) Silver, and Anti-Terrorism/Force Protection (ATFP) features. The project will be located at Naval Air Station Whidbey Island, Oak Harbor, WA (NASWI). The estimated total contract price range, in accordance with FAR 36.204, is between $25,000,000 and $100,000,000. This procurement shall be in accordance with Buy American clauses FAR 52.225-11 and 12. The firm needs to be able to demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a design-bid-build construction contract similar to the scope indicated. The Government intends to evaluate proposals and award without discussions. Selection for award will be based on evaluation of the following: Price, Factor 1 “ Experience, Factor 2 “ Past Performance, Factor 3 “ Safety, and Factor 4 “ Small Business Utilization. The Offeror whose proposal is technically acceptable with the lowest evaluated price will be considered the best value to the Government. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Federal Business Opportunities (FBO) website at www.fbo.gov, and the Navy Electronic Commerce Online (NECO) https://www.neco.navy.mil/ on or about December 29, 2014. No hard copies will be provided. IT IS THE CONTRACTORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register on the website. Plan holders lists will not be faxed and will be available only at the website listed above. A pre-proposal conference and site visit is scheduled for JANUARY 8, 2015 AT 10:00AM at the Skywarrior Theater, NAS Whidbey Island.
