Description
Responses to Questions December 19th, 2014 Update: Please see below and attachment for the Responses to Questions regarding this procurement. 1) Question: Section J, page 431, references Attachment 8 "Submarine Sonar Specification for Advanced Processing Build 2009 (and later). Rev B, dated 1May2013. Is there an APB15 specification available to better understand the requirements of future APB17 work? Answer: PMS401 plans to develop the APB15 specification in the future and if developed, it will not be available until 2018. At that time, APB15 specification will be provided to the Contractor. The current APB09 specification should be adequate to describe the scope and content needed to respond to the sample tasks and SOW efforts. 2) Question: In section 4.1.1, page 461, it mentions LCCA and LWWAA strings will be competitively contracted. Will these contracts contain both hardware and software? What is the Government's intent on providing development hardware particularly as it relates to the LWWAA receiver cabinet? Answer: These contracts contain majority of software and some hardware. As specified in Section 1.0 of the SOW, the Contractor shall be responsible for LCCA and LWWAA inboard hardware as well as associated processing servers as part of the AN/BQQ-10. The Contractor shall also conduct the integration of the LCCA and LWWAA software of these two strings into the AN/BQQ-10. As Section 4.1.3.5 states, the Government is expecting the Offeror to describe its technical approach for development and integration of the LWWAA receiver cabinet and describe GFE/GFI as well as industry partner relationships that would be leveraged for re-use sources and/or new development software. 3) Question: In section 4.1.3.2, page 463, there are no Virginia class configurations listed. Should that be considered? Answer: No. There are no TI18 Virginia class configurations. 4) Question: Section F: Delivery Information section on page 369, SLINs 0113AA through 0113AC. What are they? Why are there two different delivery dates? Answer: SLINs 0113AA through 0113AC are identified on pages 19 through 21 under Section B. The delivery date for Pre-Cable Kit (PCK) is required earlier than the System and Spare because it will be used for installation setup prior to shipboard sonar system modernization. 5) Question: Section B: SLIN 0113AA on page 19, it mentions TI10 - TI18 System? What does that mean? Answer: It means the system will be upgrading from TI10 to TI18. 6) Question: The ARCI observer contract is scheduled to end in February 2015. ARCI TI18/20 RFPs are due 16 January 2015. LWLCCA and LWWAA solicitations are due to be released sometime in second quarter FY15. Is there consideration being given to extending the observer contracts? Answer: At this time, a decision to extend the observer contracts has not been made. 7) Question: RFP Section L, dated 10 NOV 2014, page 457, references submission in Windows 2007 applications, with extensions of.doc,.xls, &.ppt. Windows 2007 extensions are now four characters vs. 3 (.docx,.xlsx, and.pptx). Is it acceptable to deliver with the Windows 2007 four character extensions? Answer: Yes, having a Windows 2007 four character extensions are acceptable. 8) Question: RFP Section L, dated 10 NOV 2014, page 456, 3rd paragraph, states "Excel tables shall be embedded as working spreadsheets rather than pasted as pictures, when inserted within the word document." Based on prior experience, embedding these items as working spreadsheets will exponentially drive file size to an unmanageable size and most likely corrupt the entire document. We intend to incorporate the Excel based pricing exhibits either as word tables or in.pdf style to provide the data in a searchable format within the word document, and provide working spreadsheets as separate Excel files in the electronic delivery. Is this acceptable? Answer: Yes, it is acceptable to have word table or in.pdf style to provide data in searchable format within the word document and provide working spreadsheets as separate Excel files. However, please be sure that the excel files have links and executable formulas so that it is easy to understand how the numbers are calculated. 9) Question: RFP Section L, dated 10 NOV 2014, page 465, paragraph 4.1.3.3 requests BOEs for the production support activities and detailed BOMs for all Production efforts identified in Section B. We assess that production support BOE's and BOM's will contain multiple pages and there are significant Production Support SLINs requested. This material is provided in other Volumes of the proposal and will become unwieldy for Oral Presentation. It is our intent to present a summary of the BOE's and BOMs within the Sample Task #2 Oral Presentation. Is this acceptable? Answer: Yes, it is acceptable to present a summary of the BOE's and BOMs within the Sample Task #2 Oral Presentation. 10) Question: In the RFP, the Material, Travel and Subsistence CLINs have two SLINS that are ie. 0103AA and 0103BA. Is this a typo? Answer: No, this is not a typo. The AA SLIN series are for Material, and BA series are for Travel and Subsistence. For example if there are three SLINs being funded for Material and 3 SLINs being funded for Travel and Subsistence the Government will utilize the following SLIN structure: 0103AA, 0103AB and 0103AC for Material; and 0103BA, 0103BB and 0103 BC for Travel and Subsistence. 11) Question: CLIN 0010 description states: "Some CLINs have been intentionally left blank for purposes of maintaining a consistent contract structure." Does that mean CLIN 0010 is also a blank CLIN? Answer: Yes, since CLIN 0010 was the first instance where we have skipped CLINs, we have decided to put our explanation of CLIN skip intention there. 12) Question: Why are there two Production Support CLINs ie. CLIN 0211 and 0216. Answer: CLIN 0211, 0311, 0411, and 0511 are for Virginia New Construction which requires separate CLINs for funding purposes. CLIN 0116, 0216, 0316, 0416, and 0516 are for the rest of the Production Support.
