- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is RFQP05031500019 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-79. The associated North American Industrial Classification System (NAICS) code for this procurement is 311999 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-12-22 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be BIG SPRING, TX 79720 The DOJ BOP Field Offices - FCI BIG SPRING requires the following items, Meet or Exceed, to the following: LI 001: Bread, Hoagie, 5", White, Fresh, Enriched, Each. State package size on bid. (Total of 3,550 pkgs), 1, LT; LI 002: Bread, Hot Dog Buns, White, Fresh, Enriched, Each. State package size on bid. (Total of 1,250 pkgs), 1, LT; LI 003: Bread, Hamburger Buns, White, Fresh, Enriched, Each. State package size on bid. (Total of 3,875 pkgs), 1, LT; LI 004: Bread, Whole Wheat, Fresh, Enriched, Pan Baked, Sandwich, Regular Slice, (First Ingredient Must Be Whole Wheat Flour). State loaf size on bid. (Total of 13,070 LF), 1, LT; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOJ BOP Field Offices - FCI BIG SPRING intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOJ BOP Field Offices - FCI BIG SPRING is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. All items must be covered by the manufacturer's warranty. Bid/Offer MUST be good for 60 calendar days after close of Buy, unless otherwise indicated. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. (b) By accepting this award or order, in writing or by performance, the offeror/contractor represents that - (1) the offeror is not a corporation convicted of a felony criminal violation under any Federal or State law within the preceding 24 months; and, (2) the offeror is not a corporation that has any unpaid Federal or State tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability The Federal Bureau of Prisons, Federal Correctional Institution Big Spring, Texas, intends to issue solicitation RFQP05031500019, for the requirements of: 2nd QUARTER Bread FY 2015. This solicitation is restricted to 100% Small Business, FOB Destination, the NAICS code for this requirement is 311999; the small business size standard for Government procurement is 500 employees. Delivery dates will begin January 2, 2015 through March 30, 2015. Deliveries will be made to the Federal Correctional Institution, Big Spring, 1900 Simler Dr., Big Spring, Texas 79720. The contract type is a firm-fixed price. The Government reserves the right upon award to make formal single or multiple awards. The Government will award to the responsible offeror(s) whose offer, conforming to the solicitation, that are considered to be most advantageous to the Government, with past performance and price considered, prices being rated higher than past performance. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. All responsible sources are encouraged to submit a written offer which will be considered for award. The solicitation will be made available on or about November 10, 2014. The anticipated date for receipts of quotes is December 1, 2014. The solicitation will be distributed solely through the General Services Administration=s Federal Business Opportunities web site https://www.fbo.gov/.
