- The Army Contracting Command (ACC) - New Jersey intends to award a sole source procurement for Seeburger Secure File Transfer Protocol (SFTP) Adapter Software Renewal and Annual Maintenance, Seeburger, Inc, 1230 Peachtree Street NE, Suite 1020, Atlanta, GA. Product Director Acquisition, Logistics and Technology Enterprise and Services (PD ALTESS) in support the Logistics Modernization Program (LMP) requires renewal support for Seeburger SFTP Adapter Software and annual maintenance which provides uninterrupted 24x7 operation capabilities. These brand name systems are required to ensure maximum compatibility with the LMP infrastructure. An effort to re-tool to a different product would be of significant magnitude and expense. Due to the unique capability set and previous investments in the Seeburger software, the procurement of continuing support is required. The software is required for production, development and test network environments and must match the technologies currently in use in the LMP program. Procurement of this action will be conducted in accordance with the procedures in FAR 13.106(b)(1), for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code for this requirement is 541519 with a size standard of $27.5M. This notice of Intent to award a sole source contract is not a request for competitive quotations and no Request for Quotation (RFQ) will be issued for competitive quotes. The Government will not be responsible for any cost associated with responses. Phone calls will not be accepted. The point of contract for this action is Ms. Emelda Long, emelda.long.civ@mail.mil. Interested parties may express their interest and provide capability statements by 4:00 PM EDT on 29 December 2014. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
