RFI - Special Notice - Alternate Position, Navigation & Timing Research Scientific Solutions 19 Dec 14 REQUEST FOR INFORMATION (RFI) RFI-AFRL- RVBY-FY16-03 - Alternate PNT-FY16 Special Notice to BAA-RVKV-2014-0001 Air Force Research Laboratory Space Vehicles Directorate Alternate Position, Navigation & Timing Research Scientific Solutions Dated: 19 Dec 2014 DECLARATION: THIS IS A REQUEST FOR INFORMATION ONLY (RFI) as defined in FAR 15.201(e), Exchanges with Industry before receipt of Proposals, and is issued solely for market information or capabilities for planning purposes. It does not constitute a solicitation for offers. This RFI is not a request for proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service. Respondents are solely responsible for all expenses associated with responding to this RFI and will not be paid for the information submitted. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified and portion marked. DO NOT SUBMIT CLASSIFIED INFORMATION. The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will become Government property and will not be returned. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents. Background The Air Force Research Laboratory Space Vehicles Directorate Battle Space Environment Branch (AFRL/RVBY) has interest in the investigation of scientific solutions to alternative position, navigation and timing (Alt-PNT) technologies with the potential to meet capability needs within the Air Force for precision autonomous systems operation to include potential air and space platforms. Research and development approaches leading to resilient cold atom timing and inertial navigation systems capable of extreme precision when operating within anti-access and anti-denial environments are highly desired. Solutions that enable future strategic and space systems to meet performance, reliability, maintainability, supportability and affordability goals, or which enhance performance or significantly reduce cost, schedule, or risk of existing technologies, are of particular interest. b. Approach The primary goal of this RFI is to obtain information on potential scientific solutions for these challenges. c. Description Government Objective: AFRL/RVBY requests brief summaries of potential scientific solutions for problems in developing very precise atomic clocks, atomic inertial measurement devices, supporting technologies, and sub-systems including: (1) Cold atomic inertial navigation systems and sensors a. Confined cold atom inertial sensors b. Free space cold atom inertial sensors c. Supporting components (2) Cold atomic clocks and/or supporting components d. Response Interested parties should provide a statement of interest on company letterhead and include the following information: (1) Company Name and Mailing Address (2) CAGE Code and DUNS Number (3) Respondent's technical and administrative POC, title, telephone number, and e-mail address. (4) Business Size Status (i.e. 8(a), HUBZone, woman-owned, Service Disabled Veteran-Owned, Small business, Large Business, Historically Black College/University). Also, indicate if entity is minority-serving institutions of higher education that meet the definition of "Covered Institution" as defined in 10 USC 2362 Covered Educational Institution is (1) an institution of higher education eligible for assistance under title III or IV of the Higher Education Act of 1965 (20 U.S.C. 1501 et seq); or (2) an accredited postsecondary minority institution.) (5) If respondent's interest is in subcontracting possibilities, please indicate this clearly. (6) DCAA-Approved accounting system in place to adequately track and accumulate expenditures (7) Potential solution to meet one or more of the Government objectives; (8) Scientific plan(s) of study; (9) Time phased research plan (schedule); (10) Rough order of magnitude cost estimate correlated to schedule; (11) Premises and assumptions; and (12) Risk assessment. Alternate options and feedback are invited, along with corresponding technical merits, risk, schedule requirements and costs. 4. REQUESTED RESPONSE, FORMAT, & SUBMISSION Responses must be unclassified and any proprietary information provided must be portion-marked accordingly. To protect such data, each line or paragraph on the pages containing such data must be specifically identified and marked with a legend similar to the following: "The following contains proprietary information that (name of Responder) requests not be released to persons outside of the Government, except for the purposes of review and evaluation." a. Format & Page Limitation Submitted responses may be provided on standard letter size 8-1/2 by 11 inch paper, preferably limited to three (3), single-sided, single-spaced pages for each objective considered. The font for text is suggested to be Times New Roman 12-point or larger. The Responder may use oversized pages (including "foldouts") where appropriate to contain graphic presentations. Oversized pages do not count as extra pages. Existing commercial documentation and product literature can also be submitted and is not subject to a page limitation. Please submit an original and three (3) copies of your response. b. REQUESTS FOR CLARIFICATION A Responder may request clarification in writing to the Contracting Office for any of this Request for Information that is unclear by sending an e-mail to the Contract Officer as identified above. Any requests for clarification must be received no later than 14 Jan 2015, 1200 MST (noon). Clarifications may be posted on FedBizOpps under the RFI announcement to benefit all interested Responders. Interested Responders are encouraged to periodically check the website during the response period for clarifications. 6. DISCLAIMER This is a Request for Information (RFI) only as defined in FAR 15.201(e) to obtain information about capabilities and market information related to the technologies of interest for planning purposes. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Companies that respond will not be paid for the information submitted. No telephone calls will be accepted requesting a bid package or solicitation. All information received shall be safeguarded from unauthorized disclosure. Responses must be unclassified and any proprietary information provided must be marked accordingly. 7. ADDITIONAL INFORMATION All responsible sources may submit information in response to this RFI. The Government is not required to provide feedback to RFI responders. Other Considerations: ADVISORY AND ASSISTANCE SERVICES: Offerors are advised that data included in the response to the Government may be released to Aero Thermo Technology, Inc. advisors for review and analysis. Any Aero Thermo Technology, Inc. advisor will serve strictly in an advisory capacity to the Government evaluators. Aero Thermo Technology, Inc. advisors have appropriate Organizational Conflict of Interest clauses in their contracts with AFRL and will sign Non-Disclosure Agreements if necessary.
