LIMITED SOURCE JUSTIFICATION & APPROVAL FAR PART 8 ACQUISITIONS Multiple Award Schedule (MAS)/Multiple Award Contract (MAC) Orders under MAS/General Service Schedules (GSA)/Federal Supply Schedules (FSS) FAR 8.405-6 Purchase Request Number: XXXXXXXX Contract Number: HC1028-11-A-0100 Call Number: TBD Procurement Title: CollabNet Software Licenses for Forge Contracting Office: DITCO/PL61 Estimated Value: XXXXXXX Limited Source Authority: FAR 8.405-6(b)(1) LIMITED SOURCE JUSTIFICATION Upon the basis of the following justification, I, as Contracting Officer, hereby approve this limited source justification in accordance with FAR 8.405-6(b)(1). The acquisition referenced herein is conducted under the authority of the Multiple Award Schedule Program. JUSTIFICATION •1. REQUIRING AGENCY AND CONTRACTING OFFICE: (FAR 8.405-6)(g)(2)(i)) Defense Information Systems Agency, DISA, Chief Technology Office (CTO), Forge.mil Program Office, CTO/TOAC. Defense Information Technology Contracting Organization - National Capital Region (DITCO-NCR), P.O. Box 549, Fort Meade, MD 20755-0549. •2. NATURE/DESCRIPTION OF ACTION(S): (FAR 8.405-6)(g)(2)(ii)) The Chief Technology Office (CTO), Forge Program Office, CTO/TOAC has a requirement for Enterprise CollabNet Software licenses and support services. The Forge.mil Program Management Office (PMO) is requiring the brand name "Collabnet" manufactured software to meet customer's needs. This requirement will utilize a DoD Enterprise Service Initiative (ESI) Blanket Purchase Agreement (BPA) contract, HC1028-11-A-0100 with CarahSoft at DISA. Carahsoft is the sole authorized reseller of the CollabNet software under ESI. The call against this BPA will be Firm Fixed Price. CollabNet is widely used within the DoD software development community. During FY09, Forge.mil launched its first capability, SoftwareForge, built on CollabNet software and support services. Forge.mil has been operational since January 2009. Forge.mil offers valuable, cost effective software services to the DoD software development community to help speed the software development life-cycle and reduce development costs. Speed is supported by offering Forge.mil software services on-demand and delivered over the network rather than offering a product that all programs must install, configure, test, and operate on their own. This acquisition will be funded using XXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXX. The cost of the software is estimated at $XXXXXXX. •3. DESCRIPTION OF SUPPLIES/SERVICES: ((FAR 8.405-6)(g)(2)(iii)): The Defense Information Systems Agency (DISA), Chief Technology Office (CTO), Forge Program Office, CTO/TOAC manages the Forge project and the Forge.mil application. CollabNet has taken Commercial Off the Shelf Software (COTS) and developed an application tool or product for the government called Forge.mil. Forge.mil is a collaborative software development and delivery platform that is a fully operational capability that has created a new approach to delivering and deploying technology within the Department of Defense and DISA. Forge.mil has helped structure coherent processes and workflows across hundreds of projects and driven substantial code reuse and development efficiencies which has resulted in measurable improvements in terms of cycle time and cost reductions. The delivery schedule for this item is within 5 days after receipt of order. A Firm Fixed Price call will be placed for the following software against the DITCO Carahsoft BPA, HC1028-11-A-0100: CollabNet TeamForge Enterprise Edition - Per User - 1 Year Subscription Carahsoft / CollabNet Part # DESCRIPTION UNITS 460-178 CollabNet TeamForge Enterprise Edition - Per User - 1 Year Subscription; 1650 CollabNet Software is identified as CollabNet TeamForge Community Edition (CCE). CollabNet TeamForge is an integrated suite of web-based software tools supporting the software development life-cycle including: issue tracking, project management, artifact management, and developer collaboration. Subversion is an open source software product for version control and Software Configuration Management (SCM) utilized by globally distributed organizations. Additional support services for the above software items include configuration, implementation, training, community support and maintenance. The CollabNet Subversion certified license is the only supported version that meets DoD information assurance requirements. This requirement will be a call number to CarahSoft Blanket Purchase Agreement, HC1028-11-A-0100, located at DITCO. XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX. •4. IDENTIFICATION OF LIMITED SOURCE AUTHORITY AND DEMONSTRATION OF CONTRACTOR'S UNIQUE QUALIFICATIONS: (FAR 8.405-6(c)(2)(iv)) •(a) Circumstances Justifying Limiting the Source. (FAR 8.405-6 (b)(1)). Items peculiar to one manufacturer-the particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs. •(b) Description of the Justification. CollabNet remains uniquely qualified to support the requirements of Forge.mil. CollabNet TeamForge was chosen as the basis for the Forge.mil platform, after the evaluation of multiple technology choices (both closed and open source). The primary factor that makes CollabNet unique is that it is the single CollabNet TeamForge developer of the CollabNet TeamForge user licenses. No other software is allowed to operate within the Forge.mil environment. This information is proprietary data to CollabNet. CollabNet was chosen initially as the Application Life cycle Management (ALM) product used by DISA to support the DoD as an enterprise service due to its high use within DoD environment based on its support for open source software, its availability as both a commercial off the shelf (COTS) item and as Software-as-a-Service (SaaS). Forge.mil is built on CollabNet TeamForge. CollabNet software licenses are the only licenses that will work with the Forge.mil enterprise service. I ntroducing anything other than CollabNet will result in a significant increase in engineering and operations labor hours required to perform the work. Additionally, more personnel would need to be added to the project. Other ALM COTS software could be used but it would need to be modified in order for Forge.Mil to accept it. Resultantly, any newly modified ALM software would require modifying the existing Forge.mil environment to accommodate a different software. It would take XXXXXXXXXXXXXXXXXXXXXXXX longer to learn the new software if another manufacturer's software was acquired. This delay would cost upwards of around XXXXXXXXXXXXXXXXXXX. Further, additional delays would also be incurred in order to meet DoD and DISA Certification and Accreditation standards. Only the brand name software (CollabNet) has been approved for mission operation by the executive level Designated Approving Authority (DAA) for Department of Defense Information Assurance Certification and Accreditation Process (DIACAP). Per DAA direction under the Forge.mil Authority to Operate (ATO). No other brands are allowed to operate within the Forge.mil environment. If any other software were introduced, additional accreditation testing would need to occur. Based on historical invoice costs and timelines, the lost time would result in increased schedule slippage and financial harm to the Government in duplicative testing costs. CollabNet is a standard product currently being used by many DoD development teams and IT capability providers. CollabNet meets DoD security requirements such as CAC/PKI enablement which greatly facilitates and accelerates certification as a component of Forge.mil and its integration within existing DoD systems. These factors and their importance to Forge.mil projects are described more fully below. •(c) Justification: •(1) Minimum Government requirements. Currently Forge.mil has over XXXXXXX registered users of both SoftwareForge and ProjectForge (virtually identical services with the exception that ProjectForge's project administrators have the ability to limit access to their project space), over XXXXXX software development projects, and is operational on XXXXXXXXXXXXXXXXXX. SoftwareForge licenses (both NIPRNet and SIPRNet) are enterprise licenses for up to XXXXXXXXX users per instance of SoftwareForge. ProjectForge uses a per-user model with licenses purchased annually for all users. With ProjectForge growth, a larger number of licenses are required to be purchased each year, and all licenses for both SoftwareForge and ProjectForge must be purchased from CollabNet. •(2) Proposed sole source contractor. As with any software developer, CollabNet owns all proprietary rights to the operating source code. Further, CollabNet Software can only be purchased through an authorized reseller. Carahsoft is the only authorized reseller of the CollabNet Suite of Software developed for and required by the government. CollabNet software is used heavily within the DoD software development community since it is an industry standard. An objective of Forge.mil is to offer the most cost effective services to the DoD software development community to build efficiencies in the development life-cycle and reduce development costs. Efficiency is supported by using the CollabNet software on-demand and delivered over through Forge.mil platform rather than offering a product that all programs must install, configure, test, and operate on their own. Cost reduction is achieved through operational economies of scale and reduced software license expenses through enterprise license consolidation across the DoD. The savings from purchasing software licenses through an enterprise license XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX; XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX. Utilization of CollabNet will reduce delays in rendering services and avoid the extensive costs to reengineer Forge.mil to incorporate a different software solution. Another unique qualification of the CollabNet software is its incorporation of open source software and its use within the open source community. Open source software can be defined as computer software for which the human-readable source code is made available to the public domain or offered under a copyright license that permits users to use, change, and to redistribute it in modified or unmodified form. A primary goal of Forge.mil is to support and encourage the development and use of open source software within the DoD software development community. Incorporating open source software into its own infrastructure and providing a service based on those already in use in the commercial marketplace is a key component of the Forge.mil strategy. Subversion is an open source software component supported by CollabNet and is being incorporated into the Forge.mil services. Subversion is the open source standard for software configuration management and is widely used within the open source community, Fortune 1000 companies and the DoD. In addition, Subversion's open source code baseline makes CollabNet's software by far the most cost effective. CollabNet's open source software attribute and its use in the open source community make it uniquely qualified to support the Forge.mil effort. •(3) Discussion regarding cause of the limited source situation. CollabNet is currently being used in software development activities across all the DoD components and has been deployed by the following contractors to support DoD customers: XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXX. All of the above contractors must purchase CollabNet through Carahsoft since they are the only authorized reseller of this software. •(4) Demonstration of limited source CollabNet is the only brand to offer software lifecycle management both as a commercial off the shelf (COTS) offering and as Software-as-a-Service (SaaS). SaaS is a model of software deployment where an application is hosted as a service provided to customers across the Internet. Rather than having to procure, install, operate, and maintain a software package, SaaS enables customers to get the same functionality delivered immediately over the Internet. SaaS is the model being used to deliver Forge.mil services. Forge.mil services will be hosted in DoD computing centers and accessible to our customers XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX. Because of this, the government needs to acquire supporting software that can be used in a SaaS delivery model within the DoD networks for security purposes. While some of CollabNet's competitors have competing software packages and some have a competing SaaS service, CollabNet is currently the only company to offer both packaged software and SaaS services based on the packaged software. CollabNet's software is unique in the scale of existing deployments within the DoD software development community, its use of open source, its demonstrated ability to be deployed as SaaS service within the GIG, and its current deployment as the baseline for the operational Forge.mil service. •(5) Procurement discussion. The software identified for Forge.mil must be purchased from an authorized CollabNet reseller. Thus, (1) as with any software developer, CollabNet owns all proprietary rights to the operating source code. (2) To maintain a secure and reliable operating environment, it is necessary to maintain baseline software configurations and test all required software by type. Introducing another manufacturer's software into the Forge.mil environment will result in a significant increase in engineering and operations labor hours required to perform this work. Additional personnel would need to be added. It would takexxxxxxxxxxxxxxxxxxxxxx or longer to learn the new software if another manufacturer's software was acquired. This delay would cost XXXXXXXXXXXXXX because it would possibly require modifying the existing Forge.mil environment to accommodate different software. Additional delays would also be incurred to perform Certification and Accreditation functions on a different brand of software. Market research performed indicates that all of the items in the product list may be competitively purchased from Carahsoft using GSA E-Buy and other established Carahsoft contracts. However, the prices under the Carahsoft BPA are at least as low as the prices that Carahsoft Technology Corporation and under any other contract instrument under like terms and conditions. Purchasing through other established government contracts will not be favorable to the government. Additionally, the government has made placed several orders (internal and external) on this BPA. The terms and agreements on this BPA state if at any time the prices under any other contract instrument become lower than the prices in this BPA, then this BPA will be modified to include the lower prices. At this time, no vendor or established government contract reports to be lower than Carahsoft BPA. Enterprise licenses and support were purchased through Carahsoft on XXXXXXXXX and BPA HC1028-11-A-0100. CollabNet is uniquely qualified to support the requirements of Forge.mil. The primary factors that make CollabNet unique are its current use within DoD systems, and its availability as both a commercial off the shelf (COTS) item and as Software-as-a-Service (SaaS). CollabNet is a standard product currently being used in many DoD systems. This existing use greatly facilitates and accelerates its certification as a component of Forge.mil and its integration with these existing DoD systems. These factors and their importance to Forge.mil projects are described more fully above. More importantly, the Forge.mil baseline is using CollabNet software. Any other software is not compatible. •(6) Impact. CollabNet is currently the only company to offer both packaged software and SaaS services based on the packaged software and applicable to Forge.mil's business model. If the enterprise software licenses and support are not purchased, it will result in a significant adverse impact to over XXXXXX DoD software development project, and XXXXXX users' efforts using the Forge.mil infrastructure. The impact will prevent those projects from delivering capabilities to warfighters in the accomplishment of their mission. The required brand name CollabNet software and maintenance support is currently installed at DECC Montgomery and compliant with DISA and DoD security standards. The purchase of the brand name CollabNet software and maintenance support will ensure interoperability, configuration and implementation. DISA has an investment in the maintainability of CollabNet software and maintenance support. Procuring a different manufacturer's software would require personnel resources to redesign the Forge.mil environment. Introducing another manufacturer's software into the environment would cause a significant increase in engineering and operations labor hours required to perform this work. Purchasing similar software packages other than CollabNet software and maintenance support would result in duplication of cost to the Government which is not expected to be recovered through competition, and the delay would result in unacceptable delays in fulfilling the agency's requirements. The proposed CollabNet software is consistent with the established Forge.mil baselines at the DISA DECC. If a product other than CollabNet software is introduced, the CTO Forge.mil PMO would have to fund the cost of the software as well as the costs associated with modifying the software to meet DoD and DISA certification and accreditation standards. Costs for software modification and replacement can be projected up to XXXXXX given current market rates. If another brand was introduced, additional accreditation testing, based on historical invoice costs and timelines, would result in increased schedule slippage XXXXXXXXXXXXX and XXXXXX to XXXXXX in financial harm to the Government in duplicative testing costs. Using CollabNet eases the requirement load on Forge personnel by standardizing software products, reducing training requirements, and enabling Forge personnel to better matrix staff to support the Forge requirements. The brand name software (CollabNet) has been approved for mission operation by the executive level Designated Approving Authority (DAA) for Department of Defense Information Assurance Certification and Accreditation Process (DIACAP). Per DAA direction under the Forge.mil Authority to Operate (ATO), no other brands other than CollabNet is allowed to operate within the Forge.mil environment. Failure to use CollabNet could result in Forge.mil losing its ATO. This would directly translate into the system being shut down until Authority to Operate is received from the DAA for the DIACAP. A shut down of the system would require all users to develop their own software platform. •5. BEST VALUE DETERMINATION: FAR 8.405-6)(g)(2)(v)) The required licenses are being purchased under ESI BPA, HC1028-11-A-0100 that DISA currently has with Carahsoft. The prices under this BPA shall be at least as low as the prices that Carahsoft Technology Corporation has under any other contract instrument under like terms and conditions. XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX. An order against BPA with Carahsoft represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. The Contracting Officer will make a determination that the proposed cost for this acquisition is fair and reasonable using market research, comparison to prices/costs of the same or similar supplies/services, and a comparison to the Government Independent Cost Estimate (IGCE). DISA will perform an evaluation of the proposal to ensure the solution costs are reasonable and appropriate. IAW the FAR, it is the contracting officer who makes the fair and reasonable determination. The Contracting Officer will seek additional discounts from the CollabNet resellers. •6. MARKET RESEARCH: Market research performed indicates that the CollabNet licenses in the product list may be competitively purchased thru Carahsoft using GSA E-Buy. XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXX BPA under Enterprise Software Agreement (ESA) that has been established as part of the Enterprise Software Initiative (ESI) IAW DFARS 208.74. •7. ANY OTHER SUPPORTING FACTS: N/A •8. ACTIONS THE AGENCY MAY TAKE TO REMOVE BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION: (FAR 8.405-6)(g)(2)(viii)) •(a) Procurement history: XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX •(b) REMOVAL OF BARRIERS TO FULL AND OPEN COMPETITION The Government will continue to perform market research to see if other resellers become authorized to resell the CollabNet software other than Carahsoft in order to provide competition. Additionally, should a tool other than CollabNet become approved or qualified it would be considered for future requirements. •(c) Not applicable •9. REFERENCE TO THE APPROVED ACQUISITION PLAN (AP): A written AP was not accomplished as it does not meet the dollar threshold in accordance with DARS 7.103(e).
