- Pursuant to FAR 6.302-1 and 41 USC 253(c)(1) Only One Responsible Source, the United States Department of Agriculture (USDA), Agriculture Research Service (ARS), intends to award a sole source requirement for the ARS Science Network Deployment and Integration Consulting Support Services from Bio Team, Inc., located in Middleton MA 01949. This requirement will develop and deploy the ARS Science Network research-only infrastructure that will feature a National Science DMZ-style network, called SciNet, for research-related data transmission across ARS. Specific requirements are found in the attached Performance Work Statement and Addendum called the USDA ARS Science Network Project Plan. Bio Team Inc. is the only know source with the extensive knowledge and experience for this requirement without duplicating plan development costs and technical knowledge gained. The period of performance is March 1, 2015-November 30, 2015. THIS IS A NOTICE OF INTENT AND IS NOT A REQUEST FOR PROPOSALS. This notice is for information purposes only and is not to be construed as a commitment by the Government. All responsible potential sources who believe they can provide the service identified above are invited to submit substantiating documentation, in writing, (capability statement or proposal/quotation) to the identified point of contact below. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will be evaluated for meeting the requirements of the PWS and the ARS Science Network Project Plan. Quotations shall be submitted based on fully burdened labor rates and proposed hours for the work to be accomplished. No telephonic communications will be accepted in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. The NAICS Code is 541611. The business size standard is $15,000,000.00. The anticipated date of award is March 1, 2015. All information and inquires shall be directed to the point of contact Alvenia K. Pitts, NLT 4:30pm on December 19, 2014 at Alvenia.pitts@ars.usda.gov. Questions concerning the PWS and addendum shall be submitted no later than 4:30pm December 19, 2014. No additional questions will be accepted after that date and time.
