- DTFH6115R00003 - Synopsis Please see the attachment for the entire Synopsis. Title: " Intelligent Transportation Systems Joint Program Office's (ITS-JPO) Connected Vehicle (CV) Pilot Deployments" PHASE 1: Concept Development SYNOPSIS INFORMATION This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a Full and Open Competition to procure services for the CV pilot deployment program, Phase 1: Concept Development. The CV Pilot Deployment program will be conducted under three phases: Phase 1: Concept Development Phase, Phase 2: Design/Build/Test, and Phase 3: Maintain and Operate. The United States Department of Transportation ( USDOT) intends to select Pilot Deployment Teams based on proposals received under Solicitation Number, DTFH6115R00003. If selected, the U.S. DOT intends to enter into Contracts for performance of Phase 1 only. Attention: Contract awards resulting from the solicitation will cover the performance of Phase 1 only. Further, only awardees of Phase 1 Contracts will be eligible for Phase 2 and 3 Cooperative Agreements. As a result of this solicitation, the Federal Highway Administration (FHWA) intends to award multiple Firm Fixed Price (FFP) Contracts. The anticipated period of performance shall not exceed 12 months. The solicitation will be issued on or before January 30, 2015.
