- NOTICE: This is not a solicitation but rather a Presolicitation Synopsis as required by FAR 5.2. The purpose of this synopsis is to inform the market that the Air Force intends to solicit Thales Visionix, Inc. on a sole-source basis to negotiate an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the procurement of Repair and Replacement of the Scorpion TM Helmet Mounted Cuing System (HMCS) Equipment to support the A-10 aircraft HMCS program. The proposed NAICS Code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, which has a corresponding size standard of 750 employees. DESCRIPTION Based on FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed contract action is one for which the Government intends to solicit and negotiate with only one source. If your firm does not agree with this determination, please provide evidence of your firm's capabilities and experience in providing the above services for evaluation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This request is to receive support from Thales Visionix, Inc. March 2015 until March 2017. BACKGROUND The A-10 aircraft users have integrated the Thales Visionix, Inc. (TVI) Scorpion TM Helmet Mounted Cuing System (HMCS) Equipment into war fighting capabilities. The HMCS components were developed solely by TVI and due to the proprietary nature of this specialized technology it is not commercially available, which makes TVI the only firm capable of meeting the technical requirement to diagnose, repair and replace the Scorpion TM HMCS equipment.. OBJECTIVE This effort is to procure Repair and Replacement of the Scorpion TM Helmet Mounted Cuing System (HMCS) Equipment for the A-10 aircraft HMCS program. The Contractor will have to develop and perform testing and evaluation in order to diagnose, repair and/or replace various parts of the HMCS equipment. The contractor will also need to provide various reports and records to help improve program sustainability, knowledge, and capability. Due to the proprietary nature of this requirement, the Contractor must have applied knowledge of the Scorpion TM Helmet Mounted Cuing System (HMCS) Equipment NOTES This is not a request for proposal (RFP) or an invitation for bid, nor is it to be construed as a commitment by the Government. The Government does not intend to make an award on the basis of this synopsis.
