- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD FOLLOW-ON BRIDGE CONTRACT TO VECTRUS SYSTEMS CORPORATION TO PROVIDE BASE OPERATING SUPPORT(BOS) SERVICES. The Air Force Installation Contracting Agency (AFICA) - 338 SCONS, JBSA-Randolph Air Force Base (AFB), Texas 78150-4302, announces the intent to award a firm-fixed price bridge contract on a sole source basis to Vectrus Systems Corporation under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. T he anticipated period of performance will be for a one-year base period, with two three-month options. The anticipated award for a bridge contract to Vectrus Systems Corporation is to provide Base Operating Mission Support services for the 42nd Air Base Wing located at Maxwell AFB in Montgomery AL. The services included are Maintenance (FOD/DOP), Resource Management, Communications/Information Technology (IT), Publishing Management, Civil Engineering (Asset Management, Operations and Maintenance, Programs, CE Resource Management and Emergency Management), Transient Maintenance Services, Airfield Management Services, Survival Equipment Services, Supply Services, Transportation Services, Static Display Aircraft Maintenance Services, Community Services, Human Resources, and Weather as described below. Maintenance (FOD/DOP): Manage and administer the base Foreign Object Damage (FOD) and Dropped Object Prevention (DOP) programs. Resource Management: Provide Financial Management Services for all service areas included in the BOS contract including Non-appropriated Funds (NAF) and Appropriated Funds (APF). Communications/Information Technology (IT): Manage IT planning, telecommunications and infrastructure support. Publishing Management: Provide the administration of the Publications and Forms Management Programs. Civil Engineering: Provide Asset Management over Maxwell AFB environmental and capital assets; Operations and Maintenance activities to perform life-cycle maintenance and repair of facilities, infrastructure, real property, custodial, and installed equipment; Program Management to execute program plans for environmental, unaccompanied housing, construction projects, infrastructure planning, energy, traffic, and recurring maintenance; CE Resource Management for execution plan formulation, budget execution and accounting; and Emergency Management activities to manage installation readiness support, peacetime disaster response, and contingency operations. Transient Maintenance Services: Provide aircraft ground handling services for transient aircraft and maintenance support for all assigned powered and non-powered aircraft ground support equipment. Airfield Management Services: Maintain airfield operational inspections/checks, publications and flight planning requirements. Survival Equipment Services: The Survival Equipment maintenance section provides the base with survival equipment services. Repair, inspect, maintain, and manufacture fabric, leather, or rubberized items. Supply Services: Manage aircraft parts, material and equipment. Base vehicle fleet management and repair, government and commercial surface/air cargo/passenger transportation, and contingency and deployment support. Transportation Services: Provide vehicle operations, maintenance management, cargo (contingency/exercise) transportation services. Static Display Aircraft Maintenance Services: Provide static display aircraft maintenance support and maintain static display aircraft. Community Services: Operate Fitness/Sports Centers and Digital Library. Human Resources: Maintain personnel records, manage and administer comprehensive education and training programs, military/DoD civilian awards/decorations programs, testing services and provide assessment and counseling. Weather: Provide safe, effective airfield weather operations to support the Air University, 908th Airlift Wing, 42nd Air Base Wing, and numerous Department of Defense organizations. Due to evolving requirements based on fiscal policy and budget constraints, the follow-on requirement has been delayed and has not been awarded. The bridge contract is necessary to continue the critical requirement and meet the AETC Maxwell AFB Operating Support mission, while the re-compete is in process. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer not later than 4:00 PM (Central Standard Time) on January 6, 2015.
