- PDF of Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is OS146315. The solicitation is issued as a Request for Quote (RFQ). (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-79. (iv) The corresponding NAICS code is 337214 and the small business size standard is 500 employees. (v) List of contract line item number(s) and items, quantities and units of measure - 17 VariDesk sit-stand desks for single monitors and 33 VariDesk sit-stand desks for dual monitors. Option Line Item 1: 5 VariDesk sit-stand desks for single monitors and 5 VariDesk sit-stand desks for dual monitors Option Line Item 2: 10 VariDesk sit-stand desks for single monitors and 10 VariDesk sit-stand desks for dual monitors Option Line Item 3: 15 VariDesk sit-stand desks for single monitors and 15 VariDesk sit-stand desks for dual monitors (vi) Description of Requirement - The Department of Health and Human Services (DHHS) Office of the Assistant Secretary for Planning and Evaluation (ASPE) has a requirement for the purchase of 50 adjustable height sit-stand desks to allow agency employees to work in either a sitting or standing position, and to quickly and easily change positions throughout the work day. The requirement includes additional option line items to purchase additional desks within 24 months, if needed. (vii) Delivery shall be made within 30 days of award date. The Contractor shall coordinate shipment and delivery with the Contracting Officer's Representative prior to shipment. Shipment shall be made to three locations separately and each shipment shall include the applicable number of desks, as described below- Location 1: HHS Humphrey Building OS/ASPE - 4th Floor, HP Suite # 447D.17 200 Independence Avenue, SW Washington DC 20201 Number of Desks to be Shipped to this Location: 7 sit-stand desks for single monitors and 9 sit-stand desks for dual monitors Location 2: HHS Humphrey Building OS/ASPE - 4th Floor, HSP Suite # 405F.5 200 Independence Avenue, SW Washington DC 20201 Number of Desks to be Shipped to this Location: 10 sit-stand desks for single monitors and 12 sit- stand desks for dual monitors Location 3: HHS Humphrey Building OS/ASPE - 4th Floor, DALTCP Suite # 242E.8 200 Independence Avenue, SW Washington DC 20201 Number of Desks to be Shipped to this Location: 12 sit-stand desks for dual monitors (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (APR 2014), applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items (OCT 2014), applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quoters must demonstrate that they are authorized VariDesk resellers. Additionally, FAR 52.217-5, Evaluation of Options (JUL 1990), applies to this acquisition. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (NOV 2014), with its offer or acknowledge its listing in the System for Award Management (SAM) website. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2014), applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (DEC 2014), applies to this acquisition. (xiii) Brand Name Justification - ASPE already has VariDesks at its three locations and requires consistency in its physical space. Each office requesting the VariDesk models is led by an official who regularly meets with senior government officials and leaders in the non-profit and private sectors. Maintaining a consistent physical appearance is important given the visibility of the ASPE offices. The VariDesk also is required because it satisfies the below characteristics: • The desk may be freely placed on top of existing workspaces and used without physically attaching to the workspace with the use of screws, clamps, or other attachment devices. Attachment devices may damage the existing furniture or workspaces. • The desk allows users to work at their existing work desks in either a sitting or standing position. • The desk allows users to quickly and easily change positions to sitting or standing at multiple times throughout the workday. • The desk has an ergonomic design that adjusts to a wide range of users' heights. • The desk is compatible with any type of standard office desks and flat work surfaces. • The desk is fully assembled and does not require any assembly or use of tools to install. • The desk does not require tools to set up, adjust height, or adjust settings to change from sitting to standing. • The desk has an assisted lift with springs or other mechanisms to enable users to change positions without bearing the full weight of the sit-stand desk. • The desk has a built-in adjustable keyboard tray or separate surface for keyboards. The keyboard tray is on a separate surface or at a different height than the monitor to ensure proper ergonomic support. • The desk supports a minimum of 30 pounds of weight while fully supporting the user and remaining stable and secure on the work surface. • The desk's surface area comfortably accommodates one or two monitors, depending on the model. Quoters must demonstrate that they are authorized VariDesk resellers.
